Proposal to study salary increase for medical staff

At the 2023 Labor Forum on July 28, representing medical staff and employees, Mr. Nguyen Van Trung, Head of the Department of Diagnostic Imaging, Thanh Hoa Children's Hospital, said that recently, the Government issued Decree 05 to supplement preferential occupational allowances for preventive medical and medical staff at the grassroots level, with preferential occupational allowances from 40% - 70% to 100% in 2022 and 2023.

However, the staff working in population and family planning are not entitled to this preferential allowance, even though they are also part of the health sector.

This is a disadvantage for the population staff working in population and family planning; because: During the outbreak and complicated developments of the Covid-19 epidemic, all medical staff, including population and family planning staff, did not hesitate to take risks to participate in collecting samples, increase support at outbreak areas, and participate in Covid-19 treatment facilities. This regulation has been issued, but up to now, there are places that do not have the resources to implement it, and staff in the industry are looking forward to it and waiting.

The second issue raised by Mr. Trung is that the epidemic situation is becoming increasingly complicated, and people's demand for medical examination and treatment is increasing. However, the most difficult thing for hospitals to do when medical equipment breaks down is to replace, repair, and buy new equipment due to overlapping regulations.

“I know that there are hospitals that have not been able to buy new machines such as MRI machines, radiotherapy machines, CT scanners, etc. for 4-5 years, causing increasing pressure on medical staff, especially when the demand for medical examination and treatment is increasing,” Mr. Trung raised the issue and expressed his wish to soon have a solution to remove difficulties for hospitals.

On this occasion, he also proposed that the National Assembly continue to study salary increases for civil servants and public employees in specific sectors, namely the health sector.

Considerations during the implementation of salary reform

Participating in clarifying a number of issues regarding the regime, salary, and allowances of medical staff, Minister of Health Dao Hong Lan shared that the team of medical staff, civil servants, and public employees follow the salary regime and salary scale in Decree 204.

This is also the general salary scale system for civil servants and public employees, which includes many allowances. For medical staff, there are allowances such as: preferential allowances for professions, special allowances, toxic and dangerous allowances, etc.

With the preferential allowance regime according to profession for cadres, civil servants, and public employees working in professions or jobs with working conditions higher than normal, special priority must be given as prescribed by law, in accordance with the socio-economic conditions in each period.

Regarding Decree No. 05 on preferential allowances by profession, Minister Dao Hong Lan said that for the medical sector, there are 6 allowance levels from 20% - 70% depending on the job that the cadre, civil servant or public employee is doing.

The highest level of 70% applies to those who regularly perform heavy work such as: Caring for and treating patients with HIV/AIDS, leprosy, tuberculosis, mental illness, etc.

Level 30% is for population officers and level 20% is for managers and non-professional staff.

Recently, when implementing the salary reform regime in Resolution 27, there was also a regulation that the allowance regime should not be adjusted according to salary but that the overall salary reform issues must be resolved.

But with the outbreak of Covid-19 and other epidemics, the Politburo has issued Conclusion No. 25, giving priority to those who are receiving allowances from 40% - 70% to be increased to 100% allowance, for a period of 2 years. The remaining subjects will receive benefits according to Decree 56.

The Ministry of Health has also received direct feedback from population officers and through the media: "Why aren't population officers' allowances increased to 100%?"

The head of the health sector said that the implementation of Conclusion No. 25 of the Politburo is to give priority only to jobs permitted by the Politburo. Therefore, to avoid the situation of this group quitting or retiring, the Politburo has decided to give 2 years to retain this group.

“To address the issues and proposals of those working in population work, we have reported to the relevant authorities. Resolution No. 99 of the National Assembly, which was issued in June 2023, proposed that ministries and branches continue to study and propose policies related to salaries, allowances, and appropriate treatment for health workers in general, including preventive health workers. This will be considered during the salary reform process,” Ms. Lan emphasized.

The Minister also expressed through the forum that the salary issues for medical staff will be of interest to ministries, branches and the National Assembly to make appropriate adjustments. This is completely consistent with the orientation in Resolution 20 of the Central Committee related to improving people's health.

Regarding the issue of longer training time for medical staff compared to other sectors, the Ministry of Health has proposed that when they enter the profession, they will receive a salary level of level 2. However, we still have to wait for salary reform.

Finally, regarding the issue of ensuring medical equipment in medical examination and treatment, Ms. Lan said that recently, the National Assembly, the Government, and the Ministry of Health have had many solutions to address this issue.

Up to this point, there have been many laws to resolve such as the Law on Bidding, which basically resolves the problems of bidding and procurement related to the health sector. The Government's decrees and circulars have all resolved them. Up to this point, the problems in 2022 have basically been resolved .
