On the afternoon of May 25, the National Assembly discussed in groups the investment policy for the construction project of the North-South Expressway in the West, from Gia Nghia (Dak Nong) to Chon Thanh (Binh Phuoc).

Peace of mind in attracting investors

Speaking at the meeting, Minister of Transport Nguyen Van Thang said that this is a project that the people are waiting for. If the project becomes a reality, it will have a great effect on socio-economic development connecting the Central Highlands with the Southeast region and Ho Chi Minh City. Mr. Thang informed that the project has a total investment of more than 25,000 billion VND, of which the State invests 12,770 billion VND, the remaining 12,770 billion VND will be invested by the winning investor. He said that this is a very large amount of money, so many National Assembly deputies are concerned about its feasibility. In response to these concerns, Minister Nguyen Van Thang affirmed that they can rest assured about attracting investment because of many factors. "This is a project with a toll collection period that is not too long (about 18 years) and has guaranteed bank interest rates and investment rates. This project is similar to three PPP projects on the North-South axis in the East that have been completed and will soon collect tolls," Mr. Thang explained. According to Mr. Thang, in the past, when there was no State capital participation, BOT projects had a long toll collection period of about 25 - 30 years. As for this project, the toll collection period of about 18 years has attracted many investors. The Minister said that with the State's participation mechanism, there is basically no risk. When the National Assembly officially approved the Road Law allowing toll collection on expressways invested by the State, it means that both the State and the investor will collect tolls for this project. "We can completely prioritize investors to collect first, the State collects later, so there is almost no financial risk for businesses," Mr. Thang affirmed. The North-South Expressway in the East has 36 rest stops. Responding to the opinion about the rest stops proposed by delegate Nguyen Manh Hung (Can Tho), Minister Nguyen Van Thang said that when implementing the construction of the North-South Expressway phase 1, there was not much experience in expressway construction, and at the same time, there was no decision on whether to socialize or the State to invest in rest stops. Up to now, as soon as the problem was seen, the ministry acted very quickly, building a legal framework in the direction of socialization. The ministry has planned a network of rest stops, issued national standards on highways, including rest stops, and issued a circular fully stipulating what the stations include, especially allocating an area for building electric charging stations at rest stops equivalent to the world. "Whatever foreign countries like Europe, America, China have, we have them all. Regarding electric charging stations, I have given very detailed instructions on this issue," Mr. Thang emphasized. He added that it is expected that the North-South expressway in the East will have 36 rest stops. From now until the end of 2025, all rest stops of the new expressways will be inaugurated and the expressways in phase 1 will be completed fully and synchronously. With new expressways, the ministry has experience and when there are full standards and legal documents, building rest stops will be very simple. He added that in the immediate future, projects to build rest stops are receiving attention from many investors.
