On the afternoon of November 12, during the question-and-answer session of the Minister of Information and Communications, Minister of Public Security Luong Tam Quang explained to the National Assembly about questions related to fake news and untrue news on social networks.
The consequences of fake news and false news are unpredictable.
Minister Luong Tam Quang commented: "The consequences of fake news and false news are unpredictable, causing many serious consequences, posing a great threat to the economic and social situation; even directly threatening national sovereignty and global security.
Mr. Quang pointed out that common illegal acts on social networks today include:
Acts of creating, disseminating, sharing, storing fake news, untrue news; distorting the Party's policies and the State's laws, undermining the great solidarity bloc; distorting, defaming, and discrediting organizations and individuals, causing confusion, affecting people's health and lives; infringing upon the legitimate rights and interests, and affecting the reputation and honor of organizations and individuals.
Acts of spreading fake or untrue information to attract views, likes, or even profit or commit fraud. Taking advantage of live streaming on social networks to speak and propagate content containing fake or untrue news that negatively impacts social mood and security and order.
In addition, according to Mr. Quang, on social networks, there are also a number of other behaviors such as establishing and using negative groups, causing distorted perceptions, inciting deviant and violent behaviors; promoting bad customs, superstitions, depravity, and sexual stimulation.
The act of forming groups to inform, counter, and incite resistance against the authorities. "Through the work of grasping security and order, we focus on groups reporting to checkpoint 141, checking alcohol concentration checkpoints, speeding or dealing with the authorities in the work of ensuring traffic safety and order."
Another act is creating groups to buy and sell foreign currency, counterfeit money, fake diplomas and certificates; books, newspapers and publications banned from circulation; buying and selling drugs, weapons and explosives.
Strictly handle violations that cause disorder and insecurity in cyberspace.
Regarding prevention solutions, the Minister of Public Security said that first of all, he will grasp the situation and resolutely fight and strictly handle those who commit violations, causing insecurity and disorder on cyberspace and social networks.
"Currently, the responsibility for those who spread fake news and false news is under current regulations and those who spread fake news and false news can be administratively and criminally prosecuted. However, the current fine is not enough to deter, ranging from 5 to 10 million VND, while in the past, the authorities have imposed a fine of 7.5 million VND, lacking specific quantitative regulations to handle administrative violations and prosecute criminal liability for acts of spreading fake news and false news on cyberspace."
Mr. Quang cited: "For example, to what extent is insulting another person's dignity, honor, or reputation considered serious; while simply fabricating and spreading things that are clearly untrue in order to seriously insult another person's honor and dignity is enough to warrant criminal prosecution."
According to Mr. Quang: "In the recommendations for solutions that are sufficiently deterrent, we also recommend that there is no need to consider the consequences of these acts to be sufficiently deterrent to violations of the law."
Another solution is to fight and refute wrong, hostile views, fake news, and false information. At the same time, we need to propagate and orient public opinion and raise people's awareness, especially those who use social networks, to create resistance to fake news and false information. Especially distorted and provocative information to fight and expose criminal tricks in cyberspace.
"Recently, when the Ministry of Public Security cooperated in crime prevention with law enforcement agencies of other countries, they all agreed to fight, share information and the principle of not allowing any organization or individual abroad to spread fake news or untrue news that affects the security, social order, organizations and individuals of other countries," said Mr. Quang.
