According to Notice No. 460/TB-BTNMT of the Ministry of Natural Resources and Environment, implementing Decree No. 08/2022/ND-CP to provide and support information for manufacturers and importers to know and refer to in implementing the responsibility of recycling products and packaging, the Ministry of Natural Resources and Environment has continued to receive, review, and synthesize the announcement requests of product and packaging recycling units and collect opinions from relevant agencies and localities.
The Ministry of Natural Resources and Environment announces information on the list of product and packaging recycling units as follows: List of 28 product and packaging recycling units (phase 2) with environmental licenses or component environmental licenses according to regulations of the law on environmental protection; Update and supplement information of 3 product and packaging recycling units that have been announced (phase 1).
The Ministry of Natural Resources and Environment notes that when selecting and signing contracts for product and packaging recycling, manufacturers and importers must consider the reality and evaluate the capacity, technology and power of the recycling unit to ensure that it meets the mandatory recycling rate, mandatory recycling specifications and the environmental protection requirements of the recycling unit at the time of signing the contract; do not sign recycling contracts with recycling units that do not ensure environmental protection requirements as prescribed by law.
Other recycling units that meet the mandatory recycling standards and requirements specified in Clause 4, Article 79 of Decree No. 08/2022/ND-CP and wish to have their information published must send information according to Notice No. 185/TB-BTNMT dated April 7, 2023 of the Ministry of Natural Resources and Environment to the Legal Department, Ministry of Natural Resources and Environment for publication. In case the publication has been published but no longer meets the requirements as prescribed or there is a change in the published information, it must be reported immediately in writing to the Ministry of Natural Resources and Environment (through the Legal Department) for consideration, updating and supplementation.
The 28 product and packaging recycling units announced for the second time are units operating in packaging recycling; battery and battery recycling; lubricant recycling; tire and tube recycling; and electrical and electronic product recycling. Unlike the first announcement, this time, the announced list does not include any authorized organizations to carry out recycling.
The Ministry of Natural Resources and Environment has announced the list of product and packaging recycling units (phase 1) in Notice No. 86/TB-BTNMT dated February 20, 2024. Accordingly, 24 product and packaging recycling units and 2 authorized organizations to organize recycling have been announced.
