Eliminate entrance exams for grade 6 in all secondary schools from 2025

(Dan Tri) - The Ministry of Education and Training stipulates that there is only one form of secondary school admission: selection.

Circular 30 of the Ministryof Education and Training (MOET) on regulations on secondary and high school admissions clearly states: Secondary school admissions are by selection.

The admission criteria are specifically guided by the Department of Education and Training to ensure fair, objective, transparent admission, and appropriate to the actual situation in the locality.

For multi-level high schools affiliated with universities and research institutes, admission criteria are guided by the governing body.

The school's grade 6 enrollment plan must be announced before March 31 every year.

Previously, the draft regulation allowed secondary schools with more students registering for grade 6 than the enrollment quota to conduct enrollment by combining admission with testing and evaluating students' abilities.

However, the official Circular has removed this content.

In 2014, the Ministry of Education and Training issued Circular 11 promulgating regulations on secondary and high school admissions, stipulating a single admission method for secondary schools: selection.

However, in 2018, the Ministry issued Circular 05 amending this regulation. Accordingly, schools with more students registering for grade 6 than the enrollment quota will be guided by the Department of Education and Training to implement the enrollment plan by the admission method or combining admission with testing and assessing students' abilities.

Thanks to that, high-quality secondary schools are allowed to organize entrance exams for grade 6.

However, Circular 30, effective from February 14, will return to the old regulations from 11 years ago.

This means that "key" secondary schools in Ho Chi Minh City and Hanoi such as Tran Dai Nghia, Cau Giay, Ngoai Ngu, Thanh Xuan, Nam Tu Liem... will have to cancel the entrance exam and switch to the admission method.

The new circular also stipulates that 10th grade admission is organized according to one of three methods: selection, entrance exam, or a combination of selection and examination.

With the entrance exam method, the number of subjects is 3 subjects with math, literature and 1 third subject or a combination exam.

Departments of Education and Training can choose 1 of 2 options. If choosing the 3rd subject, this subject must be among the subjects that are evaluated by scores and the same subject must not be chosen for more than 3 consecutive years.

If you choose a combination exam, the subjects chosen must be among the subjects that are evaluated by scores.

The time for localities to announce the third subject is after the end of semester I and no later than March 31 every year.

With the admission method, the basis is the training results and learning results of the years of secondary school general education program or secondary school continuing education program of the admission subject.

Regarding the exam duration of each subject, literature is 120 minutes, math is 90 minutes or 120 minutes, the third subject is 60 minutes or 90 minutes, and the combined exam is 90 minutes or 120 minutes.

The exam content is within the secondary school general education program, mainly grade 9 program.

In particular, the announcement of exam scores and benchmark scores for grade 10 from 2025 will take place simultaneously.
