Ministry of Finance requests comprehensive inspection of donation management in 2023

The Ministry of Finance has just issued Official Dispatch No. 11752 guiding the implementation of inspection of the management of donations and sponsorships at historical-cultural relics to the People's Committees of provinces and centrally run cities.

The purpose of the inspection is to synthesize and evaluate the management of donations and sponsorships at historical and cultural relics; through the inspection, it helps organizations and individuals who are owners or assigned to manage and use relics to self-manage donations and sponsorships in a transparent and clear manner to create trust and bring common benefits to the community, contributing to the development of culture, economy and society of the locality.

The subjects of inspection are historical and cultural relics that have been granted a certificate of relic classification by a competent State agency or included in the local relic inventory list according to the provisions of the Law on Cultural Heritage.

Accordingly, it will check the reception, management and use of donations and sponsorships for relics and festival activities; consider opening accounts and books to record the receipt and expenditure of donations and sponsorships, the content of the use of donations and sponsorships and supervise the reception, counting and use of donations and sponsorships at relics.

Regarding the assignment of responsibilities, the Department of Finance shall preside over and coordinate with the Department of Culture, Sports and Tourism and the Department of Home Affairs to advise and assist the Provincial People's Committee in directing and guiding the implementation of a comprehensive inspection of the management of donations and sponsorships at relics in the province; synthesize the inspection results in the province, submit them to the Chairman of the Provincial People's Committee for approval, and send them to the Ministry of Finance before March 31, 2024.

The Chairman of the District People's Committee directs and organizes the inspection of the management of donations and sponsorships at historical-cultural relics in the district.

Funding for inspection activities is guaranteed according to regulations from the 2024 regular budget estimate of the agency or unit assigned by the competent authority to preside over the inspection as decided by the locality.

For the District People's Committee, the Ministry of Finance guides the Chairman of the District People's Committee to assign the Head of the Department of Finance and Planning to preside over and coordinate with relevant agencies to advise and assist the Chairman of the District People's Committee in performing a number of tasks.

Specifically, submit to the Chairman of the District People's Committee to issue a decision to establish an inspection team, the composition of which includes: The head of the inspection team is the Head of the Department of Finance and Planning; members include representatives of the Department of Finance and Planning, Department of Culture and Information, Department of Internal Affairs, and District Inspectorate.

Submit to the Chairman of the District People's Committee an official dispatch with a report form to each organization or individual who is the owner or assigned to manage and use the relic in the district to request a report on the amount of money collected and spent on donations and sponsorship at the relic. Direct the Inspection Team to conduct direct inspections at each relic in accordance with the content and within the scope of the relic list. After completing the inspection, summarize the inspection results report, submit it to the Chairman of the District People's Committee for approval, and send it to the Department of Finance.

According to the instructions, the time for the district level to send reports to the provincial level is decided by the locality, ensuring that the provincial level synthesizes the report and sends it to the Ministry of Finance before March 31, 2024 .
