Adding the Law project to the law and ordinance making program in 2024

National Assembly Chairman Vuong Dinh Hue signed to certify Resolution 41/2023/UBTVQH15 adjusting the Law and Ordinance Development Program for 2024.

Accordingly, the National Assembly Standing Committee resolved to add draft laws to the 2024 Law and Ordinance Development Program with basic policies as proposed by the Government.

Specifically, submit to the National Assembly for comments at the 7th Session (May 2024) and approve at the 8th Session (October 2024) the following projects: Law on Management and Use of Weapons, Explosives and Support Tools (amended) (In case the draft Law is prepared with good quality and the discussion process at the National Assembly reaches high consensus, the National Assembly Standing Committee shall consider and coordinate with the Government to submit to the National Assembly for approval at the 7th Session (May 2024) according to the procedure at one session); Law on Prevention and Combat of Human Trafficking (amended); Law on Value Added Tax (amended)

Submit to the National Assembly for comments at the 8th Session (October 2024): draft Law on Chemicals (amended).

Policy - Adding the Law project to the law and ordinance making program in 2024 — The Law on Value Added Tax (amended) is added to the Law and Ordinance Development Program in 2024.

The National Assembly Standing Committee assigns submitting agencies, agencies in charge of reviewing and participating in reviewing draft laws added to the 2024 Law and Ordinance Development Program.

The National Assembly Standing Committee requested the Government to direct the ministries and agencies assigned to preside over the drafting to study and absorb the opinions of the National Assembly Standing Committee and the review opinions of the National Assembly agencies to promptly prepare the dossiers of the draft laws to ensure quality and progress;

During the drafting process, if policies are adjusted or supplemented compared to proposed policies, their impacts must be fully assessed according to the provisions of the Law on Promulgation of Legal Documents.

The Government shall submit to the National Assembly Standing Committee for consideration and comments at the March 2024 Session, and at the latest at the April 2024 Session for the three draft Laws on Management and Use of Weapons, Explosives and Support Tools (amended), Law on Prevention and Combat of Human Trafficking (amended), and Law on Value Added Tax (amended); at the August 2024 Session for the draft Law on Chemicals (amended).

The Government continues to direct the review, accelerate the preparation progress, promptly propose the development of draft laws on tax, improving the investment and business environment and other necessary draft laws identified in the National Assembly Resolutions, Plan No. 81 of the National Assembly Standing Committee to submit to the National Assembly for consideration and decision to include in the Law and Ordinance Development Program;

In urgent and unexpected cases, submit them to the National Assembly Standing Committee for consideration and decision to add them to the Program, meeting urgent practical requirements and ensuring the consistency and unity of the legal system .
