Supplementing and updating the Implementation Plan of Power Plan VIII

According to statistics from 16 localities that have not yet approved the list of renewable energy sources in Decision No. 262/QD-TTg, dated April 1, 2024, approving the Plan to implement the National Power Development Plan for the period 2021 - 2030, with a vision to 2050, it shows that basically all localities have proposed power source projects with a total capacity scale suitable to the capacity scale allocated to the locality.

Specifically, local power sources proposed to supplement and update the Plan for implementing the 2nd Power Plan VIII, including: The total number of wind power projects is 124 new projects/7,778.9 MW (of which the number of projects meeting the 9 criteria is 110 projects/6,665.3 MW; 14 projects/1,113.6 MW do not meet the criteria, accounting for 5% of the total capacity of wind power projects approved by 2030). The total number of small hydropower projects is 132 new projects/1,381.98 MW (of which the number of projects meeting the 9 criteria is 128 projects/1,362.98 MW; 4 projects/19 MW do not meet the criteria, accounting for 0.05% of the total capacity of small hydropower projects approved by 2030). The total number of biomass power projects is 21 new projects/414 MW, all of which meet the set criteria. For power projects produced from waste, there are 34 new projects/621.1 MW, all of which meet the set criteria. In addition, there are 95 projects from local power sources that have adjusted information (project name, capacity scale, operation phase) compared to the first time, and it is recommended to continue updating the Implementation Plan of Power Plan VIII.

Through legal assessment, the Ministry of Industry and Trade proposed that the Prime Minister consider approving the update and supplement of the Implementation Plan of the 8th Power Plan (2nd time) for power sources of localities (14 localities) that have met the set criteria.

At the conference, central and local ministries and branches discussed and clarified the reasons why some power projects were not included in the planning; the reasons for adjusting project names, capacity scale, and operating time of power projects, etc.

Concluding the conference, Deputy Prime Minister Tran Hong Ha acknowledged the recommendations and proposals of localities on projects facing difficulties and obstacles. The Government will assign the Ministry of Industry and Trade and relevant agencies, units and localities to coordinate to resolve them. Regarding newly proposed projects of localities that meet the criteria, the Central Government will review and supplement them as soon as possible for localities, with priority given to hydropower projects, rooftop solar power, biomass power, and electricity produced from waste. For projects with errors and capacity adjustments, localities will proactively report to update and supplement them in accordance with procedures and regulations. As for power projects that are being inspected and audited but have not been transferred for investigation and handling, they will promptly report to the Ministry of Industry and Trade and the Government for consideration and updating and supplementing them to the Plan for implementing the VIII Power Plan... to create conditions for local development.
