Voting, considering recognition of communes meeting new rural and advanced new rural standards in 2023

On December 28, the Appraisal Council (AEC) to consider and recognize communes meeting new rural standards (NTM), advanced NTM and model NTM in Hoa Binh province, period 2021-2025 organized a vote to consider and recognize communes meeting new rural standards, advanced NTM in Hoa Binh province in 2023. Comrade Dinh Cong Su, Vice Chairman of the Provincial People's Committee, Chairman of the AEC chaired the conference.

Delegates voted to recognize the commune as meeting new rural and advanced new rural standards in 2023.

The Steering Committee has compiled a report on the results of the dossier appraisal and the level of achievement of the NTM criteria of 7 communes striving to reach the finish line by 2023, including: Van Nghia (Lac Son); Da Phuc (Yen Thuy); Doc Lap (Hoa Binh City), Thung Nai (Cao Phong); Nhan My (Tan Lac); Dong Bac, Vinh Tien (Kim Boi) and 3 communes striving for advanced NTM, namely Nhuan Trach (Luong Son), Phu Lai (Yen Thuy) and Hoa Binh commune (Hoa Binh City).

At the conference, the Council heard reports on the implementation results of the criteria for building new rural areas of 10 communes and the results of the examination and appraisal of the records for recognition of meeting new rural and advanced new rural standards. The general assessment of the implementation results of the 7 communes meeting 19 criteria showed that: The communes have focused the most on production development, prioritizing the development of key commodity products, replicating effective production models, and developing production chains linked to consumption. Up to now, the average income of the communes has reached 43.46 million VND/person/year; the poverty rate is 11.9%. Infrastructure is built according to the new rural planning; the political system is firmly consolidated. The total mobilized capital for building new rural areas of the communes is over 1,800 billion VND.

Regarding the 3 communes proposed for consideration and recognition of meeting the advanced NTM standards in 2023, based on the appraisal reports of the provincial departments, branches and units in charge of the appraisal of the indicators and criteria for advanced NTM communes in 2023, 2 communes, Nhuan Trach and Phu Lai, have met 19/19 criteria. The Council voted on the communes proposed for consideration and recognition of meeting the new NTM and advanced NTM standards in 2023. As a result, 100% of the Council members voted to recognize 7 communes meeting the NTM standards and 2 communes meeting the advanced NTM standards.

Concluding the conference, the Vice Chairman of the Provincial People's Committee said that this is a remarkable achievement of the people and local authorities in building the new rural areas. He highly appreciated the working spirit of the members of the Steering Committee, who are always close, impartial and principled. The dossiers of the communes proposed for appraisal to meet the new rural and advanced rural standards basically meet the criteria; however, some criteria are still modest and need to be urgently completed and exceeded in the coming time. The New Rural Coordination Office is assigned to complete the dossiers to submit to the Provincial People's Committee for recognition of communes meeting the new rural and advanced rural standards in 2023.
