The Ministry of Home Affairs is consulting on building a two-level local government organization model, merging a number of provinces and cities.

Regarding Official Dispatch No. 618/BNV-CQDP dated March 23, 2025 of the Ministry of Home Affairs sent to localities on the temporary suspension of the implementation of a number of tasks and works related to administrative units at all levels, including the temporary suspension of the submission of the Project on the arrangement and establishment of administrative units at district and commune levels according to the provisions of Resolution No. 1211/2016/UBTVQH13 (amended and supplemented in Resolution No. 27/2022/UBTVQH15) and Resolution No. 35/2023/UBTVQH15, on the afternoon of March 24, in an exchange with a reporter of Vietnam News Agency, Mr. Phan Trung Tuan, Director of the Department of Local Government (Ministry of Home Affairs) said that this is to implement synchronously and in accordance with the direction of the Politburo and the Secretariat in Conclusion No. 127-KL/TW. That is, research on the orientation of merging some provincial-level administrative units, not organizing at the district level, merging some commune-level administrative units; implementing a 2-level local model (party, government, and mass organizations), ensuring streamlining, efficiency, effectiveness, and efficiency.

According to Mr. Phan Trung Tuan, implementing the direction of the Politburo, the Secretariat and the Government Party Committee, the Ministry of Home Affairs is urgently coordinating with central and local agencies to advise and submit to competent authorities a Project on rearranging and reorganizing administrative units at all levels and building a model of organizing a 2-level local government; at the same time, advising the Government to submit to the National Assembly and the National Assembly Standing Committee the draft Law on Organization of Local Government (amended), the new Resolution of the National Assembly Standing Committee on rearranging administrative units and related documents, as a legal basis for merging a number of provinces and cities; not organizing at the district level, rearranging and reorganizing grassroots administrative units (commune level) and organizing a 2-level local government.

"The work related to this policy is being carried out by the Ministry of Home Affairs and central and local agencies with a spirit of 'lightning speed', 'working day and night' to ensure the completion of this task according to the roadmap set out in Official Dispatch No. 43-KH/BCĐ of the Central Steering Committee on summarizing Resolution No. 18-NQ/TW", Mr. Tuan affirmed.

Official Dispatch No. 618 of the Ministry of Home Affairs requests the People's Committees of provinces and centrally run cities to temporarily suspend the submission of the Project on the arrangement and establishment of district- and commune-level administrative units according to the provisions of Resolution No. 1211/2016/UBTVQH13 (amended and supplemented in Resolution No. 27/2022/UBTVQH15) and Resolution No. 35/2023/UBTVQH15. Localities shall temporarily suspend the classification of administrative units at all levels; temporarily suspend the appraisal and acceptance of dossiers and boundary maps of administrative units at all levels (Project 513) and the establishment, adjustment and supplementation of dossiers and boundary maps of administrative units at all levels according to the Resolution of the National Assembly Standing Committee on the arrangement of each district- and commune-level administrative unit in the 2023-2025 period. At the same time, localities temporarily suspend the construction of the Master Plan Component of district and commune-level administrative units for the period up to 2030 and vision to 2045 as required in Document No. 8657/BNV-CQDP dated December 31, 2024 of the Ministry of Home Affairs until there is a new policy from the competent authority.

These are the tasks that localities are implementing according to Conclusion No. 48 of the Politburo and Resolution No. 35/2023/UBTVQH15 of the National Assembly Standing Committee on continuing to rearrange administrative units at district and commune levels in the 2023-2030 period.

Thus, according to the Official Dispatch of the Ministry of Home Affairs, only the tasks being carried out according to the previous Resolution of the National Assembly Standing Committee will be temporarily suspended. The construction of projects to merge provincial-level administrative units, abolish the district level, and continue to merge commune-level administrative units according to Conclusion 127 of the Politburo and the Secretariat is still being carried out with the motto "running while queuing".

According to Conclusion 127, the study aims to merge some provincial-level units, not organize at the district level, merge some commune-level units; implement a 2-level local model (party, government, and mass organizations) to ensure streamlining, efficiency, effectiveness, and efficiency.

Minister of Home Affairs Pham Thi Thanh Tra said that we will strive to complete the reorganization of commune-level administrative units by June 30. From July 1, when some contents of the Constitution are amended and the Law amending and supplementing the Law on Organization of Local Government and related laws come into effect, the operation of district-level local governments will end and switch to a two-level government model. The reorganization of provincial-level administrative units must be completed by August 30 at the latest.
