Ministry of Education and Training approves final textbooks according to new general education program

The Minister of Education and Training has just signed a decision approving textbooks for grades 5, 9, and 12 to be used in general education institutions from the 2024-2025 school year.

With the policy of "one program, many textbooks", eliminating the publishing monopoly, current books under the new general education program will be implemented from 2020 with three sets: Connecting knowledge with life, Creative horizons and Kite.

Currently, students in grades 5, 9, and 12 are the last generation nationwide to study textbooks from the old general education program. Starting from the 2024-2025 school year, the new program will be implemented in grades 5, 9, and 12. These are also the last textbooks under the new general education program to be approved and put into teaching.

For grade 12, the list includes 39 textbooks for subjects and educational activities. These are new textbooks from Vietnam Education Publishing House, Vietnam Publishing Investment - Educational Equipment Joint Stock Company, and Pedagogical University Publishing House compiled according to the new general education program.

The list of approved grade 12 textbooks is specifically as follows:

For grade 9, the list includes 48 textbooks of 10 subjects and educational activities. These are new textbooks of Vietnam Education Publishing House, Vietnam Publishing Investment - Educational Equipment Joint Stock Company, Hue University Publishing House, University of Education Publishing House... compiled according to the new general education program.

The list of approved grade 9 textbooks is specifically as follows:

For grade 5, Minister of Education and Training Nguyen Kim Son approved 21 textbooks. These books are all from the Vietnam Education Publishing House. Specifically as follows:

According to new regulations of the Ministry of Education and Training, from the 2024-2025 school year onwards, each school will establish its own textbook selection council instead of basing it on the general selection results of the Provincial People's Committee as in previous school years.

The book selection council is established by the principal. The council includes: the head, deputy head; representatives of the heads of professional groups, professional teams, professional departments (collectively called professional groups), teacher representatives, and representatives of the parents' association.

Based on the results of the schools submitted by the Department of Education and Training, the Provincial People's Committee decides to approve the list of textbooks selected by local schools.

Provincial People's Committees must post on mass media the list of approved books for use in schools before April 30 every year.

In the past 3 school years 2021, 2022, 2023, the book selection council was established by the Provincial People's Committee and each subject at each level was a council, schools were only allowed to contribute opinions. However, the selection of books in the past time has encountered many objections from teachers and experts.

During the 5th session of the 15th National Assembly, delegate Nguyen Thi Kim Thuy (Da Nang) said that "there is a lack of transparency, objectivity, and respect for the opinions of teachers, schools, and parents in choosing textbooks." She proposed giving schools and teachers the right to choose books, instead of the provincial People's Committee.
