Ministry of Public Security requests general inspection of mini apartments nationwide

On the evening of September 13, the Ministry of Public Security sent a telegram to the Department of Fire Prevention, Fire Fighting and Rescue (C07) of the Ministry of Public Security and local police on improving the effectiveness of state management of fire prevention, fire fighting and rescue (PCCC and CNCH), especially for multi-apartment housing (mini-apartments) and rental service businesses with high population density.

The telegram stated that recently, the Secretariat, the Government, and the Prime Minister have issued many documents directing all levels and sectors to resolutely implement fire prevention and fighting work. However, the implementation, especially at the grassroots level, is still limited, and the fire and explosion situation is still complicated, such as the fire in the mini apartment building in Khuong Ha (Khuong Dinh Ward, Thanh Xuan District, Hanoi) which caused particularly serious human damage.

Therefore, the Ministry of Public Security requires local police to continue to coordinate with media agencies and local authorities to strengthen propaganda and provide guidance on knowledge and skills on fire prevention and fighting and search and rescue for people during prime time on local television channels, through radio broadcasts in residential areas, on social networking platforms Zalo, Facebook, etc.

Mini apartment fire kills 56 people: Building built without permits

At the same time, it is necessary to directly propagate, train, guide the development and organize fire fighting and escape plan drills for 100% of households and workers in mini apartments and rental service businesses with high population density.

Advise the People's Committee at the same level to direct relevant departments and branches to coordinate in organizing a general inspection and review of fire and explosion safety requirements for mini-apartments and rental service businesses with high population density, promptly detect and strictly handle violations.

In addition, the Ministry of Public Security assigned C07 to coordinate with functional units under the Ministry of Construction and local police to advise on the preliminary review of 8 months of implementing Directive No. 01/CT-TTg dated January 3 of the Prime Minister on strengthening fire prevention and fighting work in the new situation.

At the same time, propose and report to the Government urgent solutions to strengthen fire prevention and fighting work for mini-apartments and rental service businesses with high population density.

Guide, direct, urge, and organize the inspection of the implementation of this Directive. C07 leaders must inspect and be responsible to the leaders of the Ministry of Public Security for the implementation results of the localities.

Coordinate with central information and communication agencies and telecommunications network operators to disseminate and advise people on knowledge and skills in fire and explosion prevention and escape, especially in facilities with high potential for fire and explosion and crowded areas.

Coordinate with functional units of the Ministry of Construction to urgently complete the revised standards QCVN 06:2022/BXD, standards for individual housing to ensure progress and quality.

Previously, at around 11:20 p.m. on September 12, a particularly serious fire broke out at the mini apartment building at No. 37, Alley 29/70 Khuong Ha, killing 56 people and injuring 37 others. This apartment building is 9 stories high, has 1 attic, and is about 200 square meters wide, but has 45 apartments with about 150 people living there.

On September 13, Hanoi City Police prosecuted and temporarily detained Mr. Nghiem Quang Minh (44 years old, residing in Yen Hoa Ward, Cau Giay District, Hanoi) for the crime of "violating fire prevention and fighting regulations", stipulated in Article 313 of the Penal Code. Mr. Minh is the owner of the mini apartment building where the fire occurred.

Authorities determined that this apartment building was built without permission, 3 floors higher than approved.
