Secretary of the City Party Committee Nguyen Van Quang: Urgently concretize the implementation of the planning to ensure requirements and quality

According to Secretary of the City Party Committee Nguyen Van Quang, the Da Nang City Planning for the 2021-2030 period, with a vision to 2050, is a step to concretize the policies, goals, tasks, and solutions for the development of Da Nang City according to Resolution No. 43-NQ/TW of the Politburo (12th tenure) and ensure consistency with the National Master Plan approved by the National Assembly.

The master plan is the result of collective intelligence, responsibility, initiative and creativity of agencies and advisory units; of consulting units as well as dedicated contributions of experts, scientists, organizations, individuals, the business community and the comments and consensus of the city's people.

On behalf of the leaders of the City Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of Da Nang City, the Secretary of the City Party Committee respectfully thanks the Government, the Prime Minister, and personally Deputy Prime Minister Tran Hong Ha, Minister of Planning and Investment Nguyen Chi Dung, and leaders of central ministries and branches for their support in unanimously approving the City Planning, and for taking the time to attend the planning announcement ceremony.

At the same time, acknowledge and commend the efforts and determination of Party committees, authorities at all levels, departments and branches of the city in the process of consulting and coordinating with central ministries and branches in developing, appraising and submitting to the Prime Minister for approval.

In particular, on behalf of the Party Committee, government and people of the city, Secretary of the City Party Committee Nguyen Van Quang would like to receive and express sincere thanks for the attention and guidance of Comrade Tran Hong Ha, Member of the Party Central Committee, Deputy Prime Minister at today's ceremony.

Secretary of the City Party Committee Nguyen Van Quang emphasized: The planning of Da Nang city for the period of 2021 - 2030, with a vision to 2050, serves as the basis for building mechanisms and policies, implementing specialized planning, thereby overcoming difficulties and obstacles, opening up new opportunities and development spaces, new values ​​for Da Nang city to make a breakthrough in development in the coming time. Therefore, on the basis of fully absorbing the instructions of the Deputy Prime Minister and the comments of the people and businesses, the city will promptly concretize the implementation of the Planning to ensure requirements and quality.

In that spirit, the Secretary of the City Party Committee proposed that the Party Committee of the City People's Committee identify the task of implementing the Da Nang City Planning for the period 2021-2030, with a vision to 2050, as a key task in 2024 and the following years, focusing on the following important tasks:

Firstly, effectively carry out information and propaganda work, publicly announce and widely disseminate the contents of the Planning and the Plan to implement the Da Nang City Planning for the period 2021-2030, with a vision to 2050 to all levels, sectors, cadres, party members and people of the city, especially the core contents of the Planning, contributing to raising awareness, position, role and importance of the City Planning and for people to exercise their right to supervise the implementation of the Planning.

Second, specify the directive contents, urgently coordinate with central ministries and branches, especially the Ministry of Planning and Investment, the Government Office to promptly complete and submit to the Prime Minister for approval the Plan to implement the Da Nang City Planning for the period 2021-2030, with a vision to 2050, especially reviewing the City Planning to ensure consistency and connection with national planning, regional planning, urban planning and zoning plans that have been decided or approved by competent authorities.

The organization of planning implementation must ensure scientific, strict but flexible, consistent with the Master Plan. In particular, it is necessary to create mechanisms to attract social investment resources, increase investment efficiency to serve development goals.

Third, the Party Delegation of the City People's Council and the Party Executive Committee of the City People's Committee coordinate to issue policies within their authority to attract investment in dynamic and key projects that have a direct impact on socio-economic development goals, have great spillover effects, and high-tech industrial projects, focusing on semiconductor technology, automation technology, information technology, and artificial intelligence.

In addition, Secretary of the City Party Committee Nguyen Van Quang also welcomed the projects that have been granted investment approval decisions, investment registration certificates, and memorandums of understanding. He requested investors to promptly implement the projects as committed.

The city will pay attention to and create the best conditions for the implementation process of investors and enterprises, especially projects that are in accordance with the planning; at the same time, continue to promote administrative procedure reform, build favorable and legal mechanisms and policies for the process of attracting investment into the city in accordance with the orientation set out in Resolution No. 43-NQ/TW, Resolution No. 26-NQ/TW of the Politburo and Resolution of the 22nd Congress of the City Party Committee.

"Today's Planning announcement ceremony is an important event, creating a premise for the city to continue to unlock resources, promote potential and strengths, promote investment attraction, develop socio-economy as well as further consolidate the aspirations and determination for development of the Party Committee, government and people of the city in the coming time.

"The effective implementation of the Da Nang City Planning for the 2021-2030 period, with a vision to 2050, requires high political determination, great efforts, drastic and effective actions from authorities at all levels as well as the attention and support of development partners, domestic and foreign investors, the business community and all people," the Secretary of the City Party Committee emphasized.

Secretary of the City Party Committee Nguyen Van Quang called on the Party Committee, government, business community and people of the city to continue to unite, be unanimous, seize opportunities, promote internal strength, constantly innovate, strive to overcome difficulties and challenges, and be determined to effectively implement the goal of developing Da Nang city into one of the major socio-economic centers of the country and Southeast Asia.
