Accordingly, in the morning, the city delegation conducted on-site inspections in Soc Son, Me Linh, and Hoai Duc districts; in the afternoon of the same day, they continued to inspect in Ha Dong, Thanh Oai, and Thuong Tin.
Inspecting the construction site in Soc Son, Me Linh, and Hoai Duc districts, Secretary of the City Party Committee Dinh Tien Dung was delighted and highly appreciated the urgent and responsible working spirit of agencies, units, contractors, and localities. Thanks to that, the 13km section north of the Red River is expected to be completed by the end of 2024; the 19km section in Hoai Duc district is also expected to complete the parallel road by mid-2025.
Currently, contractors constructing other sections are also striving for similar progress; so basically by mid-2025, the parallel road section of the Ring Road 4 Project will be completed.

Reporting at the meeting held at the Vinaconex contractor's operating office in Hoai Duc district, Director of the City Traffic Construction Investment Project Management Board Nguyen Chi Cuong said that for Component Project 1.1, the entire city has approved and reclaimed 763.86/791.21 hectares of land, reaching 96.54%. Up to now, localities have basically completed measuring, counting, and confirming the origin of residential land.
In particular, Soc Son and Thuong Tin districts have completed the approval of the residential land plan. The Project Management Board has received 714.15/763.86ha, reaching 93.49% of the cleared land area. The number of relocated graves reached 7,899/9,263 graves, equal to 85.27%. The districts have built 13 resettlement areas, with a total area of 32.5ha.
In particular, at Component Project 2.1, 32 construction teams were organized along the entire parallel route, including 2 road construction teams and 9 bridge construction teams. Mr. Nguyen Chi Cuong also said that the problem of soil and sand materials for construction has been basically resolved.
One of the biggest difficulties is the procedural issue to implement Component Project 3 (PPP Project, Expressway). According to Vice Chairman of the City People's Committee Duong Duc Tuan, if we do not strive to start construction of this component project in June 2024, it will be very difficult to reach the target on schedule.
Next, the City Party Secretary and the inspection team had a working session with 7 districts where the project passed. The leaders of the 7 districts reported and made recommendations and proposals to the city on a number of issues to resolve difficulties and problems; at the same time, committed to completing the assigned tasks on schedule. One of the biggest difficulties was the procedural issues to implement Component Project 3 (PPP Project, expressway)....
Concluding the inspection, Hanoi Party Secretary Dinh Tien Dung welcomed the districts where the Ring Road 4 project passes through for their commitment to complete site clearance before March 30, 2024; highly appreciated the contractors for their commitment to work through Tet and strive to finish ahead of schedule.
The Head of the Steering Committee for the Investment Project to Build the Ring Road 4 in the Capital Region requested that the immediate task is to continue to focus highly on completing site clearance as committed. Departments and branches need to coordinate closely to remove all difficulties and obstacles of districts; speed up procedures, apply mechanisms and policies that are most beneficial to the people.
In addition, Secretary of the City Party Committee Dinh Tien Dung also requested the leaders of the City People's Committee to increase their visits to the grassroots level, directly listen to opinions and recommendations from localities and contractors to focus on removing obstacles, promoting discipline, and taking advantage of every day to speed up project implementation.
Regarding the exploitation of material mines for the project, the Secretary of the Hanoi Party Committee noted that agencies, units and localities must strictly implement specific regulations, giving priority to the project, especially on the exploitation of sand and soil mines for the project; absolutely not allowing any mistakes or violations of the law. The head of the Hanoi Party Committee emphasized that if any violations occur, they will be strictly handled.
