Don't let urbanization affect rural culture
Participating in the discussion group meeting on the afternoon of November 10 about the draft Law on the Capital (amended) on the afternoon of November 10, Secretary of the Hanoi Party Committee Dinh Tien Dung - Head of the Hanoi National Assembly Delegation said that the City has worked very hard to prepare for the amendment of the Law on the Capital.
Specifically, recently, the City has simultaneously summarized 10 years of implementing Resolution No. 11 of the Politburo (11th tenure) on the direction and tasks of developing the Capital in the 2011-2020 period and proposed the Politburo to issue Resolution No. 15 of the Politburo on the direction and tasks of developing the Capital Hanoi to 2030, with a vision to 2045.
According to Mr. Dung, the new requirements for developing the capital in the spirit of Resolution No. 15 are higher than before, because Hanoi is not only the capital of the whole country but also the economic, political, cultural, educational, scientific and technological center of the country.
"In particular, developing Hanoi into a center and driving force for the development of the Red River Delta, the key economic region of the North and the whole country," said the Hanoi Secretary.

With such importance, amending the 2012 Capital Law to meet current practical requirements is very important. According to the Secretary of Hanoi, many contents in the 2012 Capital Law are still inadequate, difficult to implement in practice, some contents if implemented will not comply with regulations because there is no mechanism. In particular, Resolution No. 15 requires the introduction of superior mechanisms, strongly decentralizing and authorizing the capital Hanoi.
“The important content in this amendment of the Capital Law in the spirit of Resolution No. 15 is to build outstanding mechanisms and policies. At the same time, increase power and delegate authority to Hanoi to implement various fields. Because currently there are many mechanisms and policies that still delegate authority half-heartedly,” Mr. Dung emphasized.
Giving direct comments on the issue of agricultural and rural development (Article 33), Mr. Dinh Tien Dung said that the development of ecological agriculture in the capital is implemented according to the sustainable agricultural model, focusing on the interaction between environmental, social and economic factors to protect the environment, ecosystem, and create quality products and food safety.
According to the Secretary of the Hanoi Party Committee, Hanoi's rural planning is very important as the process of rural urbanization is increasingly large.
In particular, it is necessary to preserve and promote the cultural values of Hanoi, with more than 1,300 craft villages and villages with crafts that need to be preserved and developed. Along with that, it is necessary to focus on developing tourism with the goal of Hanoi being a destination for tourists, thereby contributing to increasing income for people, creating livelihoods for people in localities and thereby increasing the city's budget.
"No matter how much urban development occurs, cultural traditions must be preserved and urbanization must not affect rural culture," Mr. Dung emphasized.
Specify, clarify authority, clarify responsibility
According to Article 32 of the draft Law on the Capital (amended) on the development of technical infrastructure and traffic infrastructure, the Hanoi People's Council stipulates investment policies and mobilizes resources to invest in the construction, development, maintenance and repair of large-scale and important technical infrastructure works and public underground works in the capital.
Policy on developing mass public passenger transport system; encouraging investment in construction and exploitation of urban railways, buses, stations, bus stations, car parks and low-emission vehicles.
Expressing agreement with the regulations on decentralization of some investment authority from the National Assembly and the Prime Minister according to the provisions of the Investment Law and the Law on Public Investment to the People's Council and People's Committee of Hanoi, the Secretary of the City Party Committee stated that the People's Council of Hanoi can decide on investment policies for projects using public investment capital of up to VND 20,000 billion.

The city also needs to issue its own economic-technical norms, cost norms, and unit prices, suitable to the actual situation, characteristics, and needs of construction and development of the capital.
However, from the practical implementation of projects, especially the Ring Road 4 project - Capital region, there are still some problems in the past time. Mr. Dung said that, along with the regulations on assigning authority on policies, other legal regulations must also follow, creating favorable conditions for the implementation process.
Regarding the content mentioned by the delegates such as relocating polluting facilities, hospitals, and schools out of the inner city, the Secretary of the City Party Committee suggested that in order to speed up the implementation process, more authority should be given to the city. These contents must be clearly stated in the draft Law.
The Hanoi Secretary affirmed that after submitting to the National Assembly at this session, in the coming time, based on the acceptance of comments, the draft Law on the Capital will continue to be supplemented with contents surrounding 9 major policy groups, especially being completed in the direction of concretization, clear authority, clear responsibility and monitoring mechanism .
