On June 2, Lao Cai Provincial Police reported the arrest of a suspect involved in a drug trafficking ring from Laos to Vietnam and waiting to be transported to a third country for consumption.
10 heroin cakes seized in suspect Phang Seo So's backpack
According to the Drug Crime Investigation Police Department of Lao Cai Provincial Police, the unit's reconnaissance force recently discovered that some subjects in Project 821T (a project to destroy a drug trafficking ring from Myanmar to Vietnam by Lao Cai Provincial Police, August 2021) showed signs of re-activating.
Specifically, the reconnaissance team determined that a number of subjects in the province had colluded with a number of subjects in Dien Bien, Laos, and Myanmar to transport large quantities of drugs through the provinces to Lao Cai for consumption or to the other side of the border.
After a period of surveillance, at around 12:15 on May 22, the Drug Crime Investigation Police Department of Lao Cai Provincial Police coordinated with the Ban Phiet Commune Police, Bao Thang District (Lao Cai) to catch suspect Phang Seo So (26 years old), residing in Ban Phiet Commune, red-handed while carrying a backpack containing 10 heroin cakes, riding a motorbike with license plate 24B2-009.77 to Nam Suu Village, Ban Phiet Commune.
Suspect Phang Seo So was arrested while transporting 10 heroin cakes.
At the investigation agency, suspect Phang Seo So initially confessed that he received these 10 heroin cakes from a person in Dien Bien to sell for profit, but before he could sell them, he was arrested by the authorities.
Through verification, Lao Cai Provincial Police determined that Phang Seo So had a previous conviction for human trafficking with a sentence of 4 years in prison. The motorbike So used to transport drugs was also the one stolen more than a year ago in Bao Thang District.
The case is being further investigated by Lao Cai Provincial Police.
