On the evening of November 11, the Commander of Road Traffic Police Team No. 1 (Traffic Police Department, Quang Ninh Provincial Police) said that the unit had detained Van Duc Trong (born in 1990, residing in Vinh Tuy 2 area, Mao Khe ward, Dong Trieu town, Quang Ninh province), - the driver who reversed his car at high speed on National Highway 18 that afternoon.
At about 1:03 p.m. at Km 77+770 National Highway 18 (Uong Bi, Quang Ninh), the working group of Road Traffic Police Team No. 1 was on duty to inspect and handle violations of traffic safety and order when they discovered a white 4-seat TOYOTA car with suspicious signs, so they waved it into the lane for inspection.

When approaching the checkpoint, the driver suddenly turned to the outer lane (the lane running next to the hard divider). Because there were many cars ahead, the driver drove in reverse to avoid inspection, endangering other vehicles and the task force.
17:15 on November 11, the driver was arrested.
To ensure the safety of the people and officers and soldiers on duty, the task force arranged a patrol car to go in the right direction to track down and stop the car, but was unsuccessful.
At 5:15 p.m., the task force arrested the driver as he was fleeing to Hai Phong. The police tested the driver for alcohol and drugs, and the results were negative.
