According to the report, upon receiving the information, leaders of Nam Dinh Provincial People's Committee directly went to the scene to direct the handling of the accident consequences, promptly took the injured to the emergency room, and directed traffic safety work.

Reporting at the meeting, Colonel Nguyen Huu Manh, Director of Nam Dinh Provincial Police, said that at the time of the accident, Major La Van Tai, Deputy Captain of the Police Team protecting the Detention Camp of Nam Dinh Provincial Police, was driving a car about 15 meters behind the car that had the accident. He stopped the car and called for help from people around.

Immediately afterwards, Major La Van Tai jumped into the ditch with the locals, broke the car windows, promptly rescued two injured people and took them to the emergency room, and helped bring the other victims to shore.

Initially, the police determined that Ms. NTD (born in 1964, residing in Ba Dinh district, Hanoi) was the driver of the car driving in the correct lane, direction and speed limit.

The results of Ms. D's blood sample examination showed no alcohol or drugs.

Nam Dinh Provincial Police proposed three solutions, including continuing to install a traffic surveillance camera system; reviewing and installing additional signs at all bridges in the province.

Concluding the meeting, Mr. Pham Dinh Nghi, Chairman of Nam Dinh Provincial People's Committee, Head of the Provincial Traffic Safety Committee, requested Nam Dinh Provincial Police to continue to closely coordinate with relevant agencies to complete the investigation process and procedures according to the provisions of law.
