Improve management capacity
The leader of the Department of Natural Resources and Environment of Binh Duong province commented: In 2022, environmental management and protection work will have many advantages thanks to the attention and support of the Central Government; the attention and direction of Binh Duong province; the coordination of sectors and levels; the consensus and support of businesses and people. Besides the advantages, the province also faces many difficulties and challenges, that is, although the province's economy has developed rapidly in recent times, it is not sustainable in some aspects; the rapid industrialization and urbanization process has created a lot of pressure on the environment in the province.
In that context, Binh Duong, with a spirit of solidarity, initiative and determination, has strived to overcome difficulties and challenges, achieving important results in environmental protection work. In particular, the quality of environmental components in the area has improved, the level of pollution has been controlled and slowed down. Monitoring results in 2022 show that air quality is stable over the years, without major changes; surface water quality has improved a lot; soil quality is good.
In particular, the Department of Natural Resources and Environment of Binh Duong has promptly advised on the issuance of legal documents and directed and operated to remove difficulties and obstacles in the management of the Natural Resources and Environment sector; promptly propagated and disseminated policies and laws on environmental protection; promoted administrative procedure reform, shortened the time to process records in the field of Natural Resources and Environment; focused on promoting planning and developing plans in the field of environment and climate change response, thereby helping the management of the Natural Resources and Environment sector to become more proactive and stricter.
Currently, in Binh Duong province, there are 29 industrial parks (IPs), of which 27 are in operation, all have centralized wastewater treatment systems and are equipped with automatic monitoring systems and surveillance cameras. Monitoring results show that the total wastewater flow from IPs is about 85,291m3/day; enterprises in IPs connect wastewater to the centralized treatment system relatively well, basically reaching 100%; treated wastewater regularly meets environmental standards; IPs have all prepared environmental impact assessment reports and have been approved by competent authorities.
To improve the capacity to monitor and detect violations in environmental protection management, since 2009, Binh Duong province has deployed the installation and operation of automatic wastewater monitoring stations for large sources of waste. By the end of 2022, the whole province has 108 automatic wastewater monitoring stations, 37 automatic emission monitoring stations and data transmission to the Department of Natural Resources and Environment of Binh Duong, reaching a rate of 98% of production and business establishments with automatic, continuous monitoring stations and data transmission to the Department of Natural Resources and Environment.
In 2022, the Department of Natural Resources and Environment of Binh Duong also conducted inspections and examinations in the direction of reducing the number to create conditions for businesses to operate stably, remove difficulties for production and business, and ensure social security. The Department of Natural Resources and Environment only conducts surprise inspections of businesses based on complaints, recommendations, and instructions from superiors. The results of the inspections and examinations also pointed out shortcomings in the implementation of legal regulations, thereby raising businesses' awareness of complying with legal regulations on environmental protection, which is effective in preventing violations, maintaining discipline, and improving the effectiveness of policy and law enforcement.

The leader of the Department of Natural Resources and Environment of Binh Duong said: In 2023, in order for environmental management and protection to be increasingly linked to the province's sustainable development goals, the Department of Natural Resources and Environment of Binh Duong will advise on adjusting the Environmental Protection Plan and Climate Change Response Plan of Binh Duong province for the period 2021 - 2025 and 2023; implement the Plan for classifying domestic solid waste at source in the province for the period 2023 - 2025; develop unit prices for collection, transportation and treatment of domestic solid waste; continue to monitor and operate the system of automatic wastewater, groundwater, surface water monitoring stations and hydrological stations.
At the same time, the Department of Natural Resources and Environment of Binh Duong will develop a Plan and organize communication activities, raise public awareness of environmental protection and climate change response for organizations and individuals through events; develop and consider awarding the Binh Duong Provincial Environmental Award in 2023; develop a Report on Environmental Protection Work in Binh Duong Province in 2023; develop a Plan for air quality management in Binh Duong Province for the period 2024 - 2030; develop a Plan for surface water quality management in Binh Duong Province for the period 2024 - 2030.
In addition, the Department of Natural Resources and Environment of Binh Duong continues to appraise and approve environmental impact assessment reports; continues to review, compile statistics, guide, remind and urge projects and facilities subject to environmental licensing according to regulations to submit reports proposing the issuance of environmental licenses; continues to lend to projects subject to capital needs for investment in converting waste collection and transportation vehicles, centralized wastewater treatment facilities; monitors and requires enterprises to make deposits for environmental improvement and restoration during the year in accordance with regulations.
The Department of Natural Resources and Environment continues to develop and perfect legal documents, policy mechanisms, planning, and plans on environmental protection and climate change response in the province, focusing on developing environmental protection plans to integrate into the Binh Duong Provincial Planning for the period 2021 - 2030, with a vision to 2050; advising on the promulgation and implementation of the Provincial Environmental Protection Regulations; implementing environmental zoning with appropriate orientations for socio-economic development activities; establishing mechanisms to control and prevent development activities that affect the environment in each area.
In addition, the Department of Natural Resources and Environment of Binh Duong focuses on improving the quality of appraisal of environmental impact assessment reports and stepping up inspections after approval of environmental impact assessment reports, ensuring that projects must be granted environmental licenses according to regulations before coming into operation; continuing to strengthen inspection, examination and control of environmental pollution, in which the Department of Natural Resources and Environment focuses on industrial parks and clusters, operating enterprises with wastewater flow greater than 200m3/day and enterprises in industries causing environmental pollution; resolutely and thoroughly handling establishments violating the provisions of the law on environmental protection.
Binh Duong Department of Natural Resources and Environment will also invest in an automatic air monitoring system and apply forecasting models, create pollution maps for localities with high urbanization rates and establish a warning system, publicize information on air quality on the Electronic Information Portal of the Department of Natural Resources and Environment and each locality; maintain the implementation of environmental monitoring programs, synthesize data to assess the overall environmental quality in the locality; organize conferences to evaluate the implementation process of the National Strategy and National Action Plan of Binh Duong province on green growth; participate in promoting and sharing experiences on green growth...
