Worry about safety of dikes and reservoirs

At the meeting to respond to storm No. 7 late this afternoon (November 8), Director of the National Center for Hydro-Meteorological Forecasting Mai Van Khiem said that at 1 p.m., the center of the storm was in the eastern sea of ​​the North East Sea. The strongest wind was level 14, gusting to level 17.

In the coming hours, storm No. 7 is forecast to continue moving west-southwest at a speed of 15km/h. It is expected that at 1pm on November 9, it will be about 420km northeast of Hoang Sa archipelago and will likely make landfall in the central region on the night of November 12 and early morning of November 13.

According to the report of the Border Guard Command, up to now, the coastal border guards have counted and instructed 69,704 vehicles/312,506 people on the developments and direction of the storm. Currently, there are no vehicles in the danger zone.

The current concern is the safety of dykes and reservoirs. Specifically, the North Central and South Central Coast regions currently have a total of 12 hydroelectric reservoirs that are operating to regulate spillways. In addition, 10 irrigation reservoirs are also operating to discharge spillways to ensure the safety of lakes, dams and downstream areas.

Regarding the sea dike system and river dyke system in coastal provinces from Ha Tinh to Binh Thuan, a representative of the Department of Dykes and Natural Disaster Prevention and Control (Ministry of Agriculture and Rural Development) said that there are currently 42 key weak dike points and 4 projects under construction. Investors need to pay special attention to ensure safety.

Proactively respond to "4 on-site"

In response to the developments of storm No. 7, on November 7, 2024, the Prime Minister issued Official Dispatch No. 114/CD-TTg directing proactive response to the storm. Previously, the Ministry of Agriculture and Rural Development sent an official dispatch to the People's Committees of coastal provinces and cities from Quang Ninh to Binh Thuan requesting implementation of storm response.

Coastal provinces and cities from Quang Ninh to Binh Thuan have proactively deployed storm response according to the telegram of the Prime Minister and the Ministry of Agriculture and Rural Development. To date, 14 coastal provinces and cities have issued telegrams and documents to deploy response.

Speaking at the meeting on the afternoon of November 8, Deputy Minister of Agriculture and Rural Development Nguyen Hoang Hiep assessed that storm No. 7 is strong and moving in a complex direction; therefore, localities need to focus on directing and implementing response measures in the spirit of the highest proactivity.

The key tasks in the coming hours are to focus on reviewing and implementing measures to ensure safety for tourism, aquaculture, and fishing activities at sea, estuaries, and coastal areas; early harvesting of aquatic products that are ready for harvest; and resolutely evacuating people on cages and aquaculture huts to safe places before the storm directly affects them.

For coastal and inland areas, Deputy Minister Nguyen Hoang Hiep requested localities to reinforce and brace houses, warehouses, signs, headquarters, public works, industrial parks, factories; trim tree branches. Be ready to evacuate people from dangerous areas, areas at risk of deep flooding, landslides, river mouths, and coastal areas.

Deputy Minister Nguyen Hoang Hiep also requested localities to inspect and proactively take measures to ensure the safety of reservoirs and downstream areas; proactively operate reservoirs to ensure flood capacity according to regulations. At the same time, prepare forces, means, equipment, and necessities according to the "4 on-site" motto to be ready to respond to all situations.

 

The Department of Dyke Management and Natural Disaster Prevention and Control (Ministry of Agriculture and Rural Development): is currently strengthening its 24/7 on-duty work; has been advising and directing responses since the storm off the coast of the Philippines; at the same time, the organization sent 7.9 million Zalo messages instructing boats to safely avoid storms in the area from Quang Ninh to Binh Thuan.
