According to the announcement from the National Center for Hydro-Meteorological Forecasting, at 7:00 p.m., the eye of the storm was on the mainland of Luzon Island. The strongest wind near the eye of the storm was level 14 (150-166 km/h), gusting to level 17. The storm moved northwest at a speed of about 25 km/h.
It is forecasted that in the next 24 hours, the storm will continue to move northwest at a speed of 20-25 km/h, entering the East Sea to become the ninth storm of the year and gradually weakening. The center of the storm is about 470 km northeast of Hoang Sa archipelago. The strongest wind near the center of the storm is level 11, gusting to level 14.

At around 7:00 p.m. on November 19, the storm in the western part of the North East Sea, about 220 km north of the Hoang Sa archipelago, changed direction to the West, then West Southwest, moving about 15 km per hour, continuing to weaken.
At 7:00 p.m. on November 20, the storm in the sea northwest of Hoang Sa archipelago changed direction to the southwest, moving about 10 km per hour and gradually weakened into a tropical depression. The strongest wind near the storm center was level 6, gusting to level 8.
From the next 72 to 96 hours, the tropical depression moves in the South Southwest direction, traveling 5-10 km per hour, gradually weakening into a low pressure area.
Impact of storm Man-yi, the eastern sea area of the North East Sea has strong winds of level 8-10, near the eye of the storm, level 11-13, gusts of level 15, waves 3-5m high, near the eye of the storm, 5-7m, rough seas.
The Ministry of Agriculture and Rural Development (MARD) sent a document on responding to storm Man-yi to ministries, branches and People's Committees of coastal provinces from Quang Ninh to Binh Thuan.
The Minister of Agriculture and Rural Development requested the above ministries, branches and localities to closely monitor the storm's developments; manage means of transport going out to sea; organize the counting of ships and boats; notify owners of means of transport and captains of ships and boats in operation about the location, direction of movement and developments of the storm so that they can proactively avoid, escape or not move into dangerous areas.
The Ministry of Agriculture and Rural Development requires ministries, branches and People's Committees of the above coastal provinces and cities to prepare forces and means for rescue.
