Over the years, the work of selecting and calling citizens to join the army has always received close coordination from central ministries, departments and branches; attention, focused leadership, direction, thorough understanding, and drastic and serious implementation from localities and units.
In particular, to improve the quality of selection and calling citizens to join the army in 2025, the Central Military Commission and the Ministry of National Defense have focused on leading, directing, and proposing practical solutions in organizing the selection and calling of citizens to join the army to ensure democracy, publicity, fairness, and compliance with the provisions of law; focusing on selecting citizens who have graduated from colleges and universities with professions suitable to the needs of arrangement and use in order to select a source of high-quality citizens to join the army to meet the requirements of the task of building the Army in the new situation.
In addition, with the highest effort, the Ministry of National Defense regularly coordinates with all levels, sectors, Party committees and local authorities to pay attention to and take care of the regime, policies and military rear work to the maximum extent possible for non-commissioned officers and soldiers in terms of material, health care, cultural and spiritual life in accordance with the specific nature of the Army's tasks.
However, in recent years, military recruitment work in some localities and facilities has not registered and managed all citizens of military age because citizens work far away, have not registered all temporary absences, or have not registered for relocation when changing residence or workplace or school.
The allowance and job creation regime for non-commissioned officers and soldiers upon discharge is still low compared to the general income of ordinary workers and the general level of social life. In addition, the participation of departments, branches and organizations in some localities is not really active; the coordination of agencies at the same level in some district-level localities is not really close in advising the Party Committee, the government, and the Military Service Council to lead and direct the implementation of military recruitment work...
The new point in the military recruitment work in 2025 is: In previous years, the regulations on military health examination mainly focused on clinical examination, and only when necessary, decided to conduct paraclinical tests. There have been cases: After receiving soldiers, military units conducted health re-examinations and deployed paraclinical tests, discovering internal and surgical diseases that could not be detected through clinical examination when examined locally, leading to failure to meet health standards and having to compensate and return, causing waste of budget and time for the unit, locality and affecting the psychology of citizens and families.
Faced with that reality, on December 6, 2023, the Minister of National Defense issued Circular No. 105/2023/TT-BQP stipulating health standards and health examinations for subjects under the management of the Ministry of National Defense.
Accordingly, the health standards for selecting and calling citizens to join the army in 2025 shall be implemented according to the provisions of Point a, Clause 1, Article 4 of Circular No. 105; the eye standards shall still be implemented according to the provisions of Point c, Clause 3, Article 4 of Circular No. 148/2018/TT-BQP dated October 4, 2018 of the Minister of National Defense; the content of the military service health examination includes physical examination, clinical examination according to specialties and paraclinical examination.
Therefore, the military service health check-up and health re-examination for new soldiers in 2025 will be carried out closely and consistently between localities and units, thereby minimizing the compensation and return of citizens who do not meet health standards.
The time from now until the day provinces and cities across the country organize military enlistment ceremonies this year is approaching. In order for the military enlistment day to be a real festival, localities that recruit soldiers need to strengthen the leadership and direction of Party committees and authorities at all levels; promote the role and responsibility of all levels, sectors, and socio-political organizations in military recruitment work.
Localities continue to direct the effective implementation of propaganda, dissemination and education on laws on military service, regulations on selection and calling citizens to join the army; do a good job of ensuring citizens join the army, re-examining the standards of new soldiers, and implementing compensation according to regulations (if any).
