Absolutely ensure safety and security of high school graduation exam

On the morning of June 13, the working group of the National Steering Committee for the 2024 High School Graduation Exam, led by Deputy Minister of Education and Training Hoang Minh Son, inspected and surveyed a number of testing sites and test printing sites in Da Nang City. The group had a working session with the Da Nang City People's Committee on the preparation and organization of the 2024 High School Graduation Exam.

Reporting at the meeting, Ms. Le Thi Bich Thuan, Director of the Department of Education and Training of Da Nang, said that the Department has coordinated with the City Police in preparing facilities, plans, means, and equipment to ensure security and safety at the places where exam papers are printed, stored, and examined, etc., ensuring conditions and means for fire and explosion prevention and fighting, and security in accordance with the regulations.

At 28 examination sites, facilities have been prepared, examination rooms have been cleaned, and preparations have been made to ensure examination supervision as required. Each examination site has 1 spare examination room.

The Examination Council prepares 1 backup examination site in case of emergency that can be used as an examination site and at the same time reserves more than 350 officers and teachers at the Examination Council to supplement the invigilators, supervisors who are sick or ill, or in case of emergency.

Mr. Tran Chi Cuong, Vice Chairman of the People's Committee of Da Nang City, said that in the remaining time until the exam takes place, Da Nang will need to review each stage of the preparation work, focusing on training regulations for teachers, officials participating in the exam and students, especially paying attention to the new points of the exam. The city will make every effort to ensure that the exam takes place safely, seriously, completely and in accordance with regulations.

Da Nang has 13,561 candidates registered to take the 2024 High School Graduation Exam. Of these, 12,853 candidates registered to take the exam for both graduation recognition and college and university admission; 605 candidates took the exam for college and university admission only and 103 candidates took the exam for high school graduation. Da Nang mobilized 1,389 teachers as exam invigilators; 282 people as supervisors; and 112 police and security forces.

Through the actual inspection and report of the Da Nang City Examination Steering Committee, the members of the Working Group discussed and noted with the province in the preparation for the Exam. Specifically, the issue of the location for printing and copying exam papers must be isolated; security and safety must be ensured at the Exam Sites; facilities must be carefully prepared; specific and clear regulations must be disseminated and popularized, ensuring the rights of candidates...

Deputy Minister Hoang Minh Son highly appreciated the preparations for the 2024 high school graduation exam in Da Nang City. Mr. Do Xuan Giang, representative of the Internal Political Security Department (Ministry of Public Security) noted that in training exam regulations for exam invigilators, it is necessary to focus on preventing cheating using high technology.

In addition, in some previous exams, when asked, some candidates leaked or leaked the exam papers during the exam without realizing that they were committing a criminal offense. Therefore, when disseminating the exam regulations to candidates, it is necessary to especially emphasize the importance and confidentiality of the exam papers.

Mr. Giang also noted the situation where the police force participating in exam protection violated exam regulations such as using cell phones in the exam area.

The inspection team noted that the Steering Committee for the 2024 High School Graduation Exam in Da Nang should regularly review and inspect the security of exam papers from the time they are released to the time they are transported to the exam site, printed, copied, and arranged cameras appropriately. In particular, special attention should be paid to the security and personnel work at the third round of the exam paper printing and copying site.

Emphasizing the importance of the High School Graduation Exam, Deputy Minister Hoang Minh Son requested the Da Nang City Examination Steering Committee to thoroughly grasp the spirit, role, and significance of the exam, as well as the responsibility of the Provincial Examination Steering Committee. The results of the exam are not only for high school graduation, but also the basis for evaluating teaching and learning activities in localities, educational institutions, and admission to universities and colleges.

Deputy Minister Hoang Minh Son especially emphasized 3 key contents for the Steering Committee for the 2024 High School Graduation Exam in Da Nang City: Firstly, the Steering Committee for the exam of Da Nang City, in addition to issuing documents and professional work, most importantly needs to clearly assign responsibilities to departments and branches, down to each individual, in which special attention is paid to absolute safety and confidentiality in organizing the printing of exam papers according to regulations.

The Deputy Minister noted that if only one individual commits a violation in an examination room or examination site, the problem will only be handled within that examination room or examination site. However, if the problem occurs in the examination printing department, this will affect the entire examination.

Second, it is necessary to strengthen and pay more attention to training. Training is not only about the rules and regulations of the exam, but also requires thorough and in-depth training according to the requirements of all departments participating in serving the exam.

Third, the inspection work must be thorough in every detail, absolutely not subjective, multiple inspections, self-inspection, cross-inspection, in all stages.

The Deputy Minister also noted the need to ensure the safety and security of the exam and create maximum convenience for candidates, remind and disseminate the regulations to candidates to ensure they can take the exam most conveniently.

"For candidates, it is necessary to clearly see the importance, and to propagate to parents and students to note that they are not allowed to bring any equipment into the exam room, because the risks are very high. Especially, ensure that no candidate brings any equipment other than those specified into the exam room. It is necessary to emphasize that leaking exam questions is not only stopped at the level of suspension from the exam but also involves criminal elements," Deputy Minister Hoang Minh Son emphasized.
