Every year, the locality always pays attention to the storage of essential goods and means of transporting passengers and goods to ensure timely supply and service to the travel needs of people on Phu Quy island district when bad weather occurs.
In preparation for the upcoming Lunar New Year of Giap Thin and the bad weather season in 2024, the Provincial People's Committee has recently issued a plan to ensure the reserve and supply of essential goods, means of transport for passengers and goods to serve the people of the island district. Because during the Northeast monsoon season (from November of the previous year to the end of April of the following year), the transportation of goods and passengers from the mainland to Phu Quy encounters many difficulties. Especially around the time of the Lunar New Year, the weather in this sea area is often complicated, unpredictable and can isolate the island district for a long time...
Therefore, the plan recently issued by the Provincial People's Committee requires the need to improve the capacity of passenger and cargo transport units as well as businesses, business establishments and essential goods reserves. Thereby contributing to ensuring timely service for travel and supply of goods to the people of Phu Quy district at reasonable and stable prices. At the same time, the reserved goods must ensure quality and food hygiene and safety to meet the consumption needs of the people when bad weather occurs, leading to difficulties in transporting goods.
Currently, the population in Phu Quy is about 30,000 people and the number of general stores is 195 households, of which more than 50 households trade in rice. Every year, when the Northeast monsoon season comes, most businesses in the island district always proactively increase their stockpiles of goods compared to the previous period. In addition, due to the typical characteristics of often encountering bad weather, causing transport ships on the Phu Quy - Phan Thiet waterway to be disrupted, so most households here also proactively stock up on some essential items to serve their family's living needs for 10 - 15 days.
Thus, based on the consumption needs of the people (excluding the armed forces stationed in the area) and the actual scale of establishments and agents trading essential goods in the island district, the quantity of goods participating in the reserve plan accounts for about 60 - 70% of the market demand. Specifically, the quantity of essential goods that need to be reserved to meet the demand for 1 month includes: 210 tons of rice, 4 tons of sugar, 2,100 liters of cooking oil, 2,200 cartons of instant noodles, 40 tons of pork, 105 tons of vegetables and fruits... In addition, the People's Committee of Phu Quy district also proactively encourages and mobilizes people to reserve to ensure that it accounts for 30 - 40% of the quantity of essential goods according to demand.
To implement this plan, the Department of Industry and Trade is assigned the responsibility of closely monitoring market developments, supply and demand of goods and effectively organizing the market, ensuring smooth circulation of goods from the mainland to Phu Quy. On the other hand, it also supports and creates conditions for businesses and business establishments on the mainland to expand their networks and distribution channels to fully prepare essential consumer goods to serve the island district's people, ensuring reasonable prices, quality and food safety. Timely regulate the amount of essential goods from the plan to ensure food reserves, essential goods for the annual disaster prevention and control and search and rescue work of the Industry and Trade sector to support the island district market...
For the Department of Transport, direct the Phu Quy Port Management Board, Phan Thiet Transport Port and owners of passenger and cargo transport vehicles on the Phan Thiet - Phu Quy route to ensure security, order and maritime safety in the port area. Coordinate with the Provincial Military Command to advise the Provincial People's Committee to request the Military Region 7 Command to support passenger and cargo transport vehicles from Phan Thiet to Phu Quy in case of prolonged bad weather, leading to local vehicles being unable to operate... The island district government will also regularly monitor supply and demand, market prices and information, and promptly coordinate with the Department of Industry and Trade when the market has unusual fluctuations. Along with that, it will strengthen inspection and control of price posting and selling at listed prices, closely monitor market developments, prevent speculation, hoarding, sudden price increases or spreading false information, causing damage to consumers here.
According to the plan of the Provincial People's Committee, petroleum products are stored at business establishments on the island, oil tankers at sea, and the District Military Command, while medicines and medical supplies are stored at the Military-Civilian Hospital and the District Medical Center...
