The Secretariat appointed the Secretary of the Provincial Youth Union and the Secretary of the Dien Chau District Party Committee to join the Executive Committee of the Nghe An Provincial Party Committee.

Pursuant to the Party Charter; Working regulations of the 13th Central Executive Committee, Politburo and Secretariat; Regulations on decentralization of cadre management; considering the proposal of the Standing Committee of Nghe An Provincial Party Committee and the Central Organizing Committee, the Secretariat decided to appoint 2 comrades to join the Nghe An Provincial Party Executive Committee for the 2020-2025 term.

In Decision No. 910-QDNS/TW dated June 22, 2023, the Secretariat decided to appoint comrade Le Van Luong - Member of the Central Youth Union Standing Committee, Secretary of Nghe An Provincial Youth Union to join the Nghe An Provincial Party Executive Committee for the 2020-2025 term.

In Decision No. 928-QDNS/TW dated July 11, 2023, the Secretariat decided to appoint comrade Ha Xuan Quang - Secretary of the District Party Committee, Chairman of the People's Council of Dien Chau district, Nghe An province to participate in the Executive Committee of the Nghe An Provincial Party Committee for the 2020-2025 term.

Comrade Le Van Luong, born in 1984, hometown Hung Tien commune, Nam Dan district (Nghe An), has professional qualifications of Master of Political Science, Bachelor of Public Administration, and advanced political theory.

He has worked at Nghe An Provincial Youth Union since 2008 and held many positions before holding the position of Secretary of Hoang Mai Town Youth Union from March 2013 to August 2016.

From August 2016 to October 2017, he returned to work at Nghe An Provincial Youth Union, holding the position of Member of the Provincial Youth Union Standing Committee, Head of the School Youth Committee, Vice President of the Vietnam Student Association of Nghe An Province, Vice President of the Nghe An Provincial Youth Union Council.

Since October 2017, he has held the position of Deputy Secretary of the Nghe An Provincial Youth Union. In December 2020, the Central Youth Union Secretariat decided to recognize comrade Le Van Luong as Secretary of the Nghe An Provincial Youth Union for the 17th term, 2017-2022. Previously, the Executive Committee of the Nghe An Provincial Youth Union had elected comrade Le Van Luong as Secretary of the Nghe An Provincial Youth Union for the 17th term.

At the 18th Congress of the Ho Chi Minh Communist Youth Union of Nghe An province, term 2022-2027, held in October 2022, comrade Le Van Luong was re-elected as Secretary of the 18th Provincial Youth Union.

In December 2022, at the 12th National Congress of the Ho Chi Minh Communist Youth Union, he was elected to the Executive Committee and Standing Committee of the Central Youth Union, term XII, 2022 - 2027.

Comrade Ha Xuan Quang - Secretary of the District Party Committee, Chairman of the People's Council of Dien Chau district, born on March 18, 1970, hometown Dien Thai commune, Dien Chau district, Nghe An; has a professional qualification of Bachelor of Law, advanced political theory.

Comrade Ha Xuan Quang joined the Border Guard of Nghe An province from March 1988 to May 1992, then was discharged. From June 1992 to December 1997, he was an officer at the People's Procuracy of Ky Son district; from January 1998 to May 2001, he was a prosecutor at the People's Procuracy of Quynh Luu district and the People's Procuracy of Dien Chau district.

From June 2001 to May 2011, he was a member of the District Party Executive Committee, Deputy Chief Prosecutor of Dien Chau District People's Procuracy, and a delegate of Dien Chau District People's Council, term 2011 - 2016.

From June 2011 to November 2012, comrade Ha Xuan Quang was a member of the Standing Committee of the District Party Committee, Deputy Director of the People's Procuracy of Dien Chau district, and a delegate of the People's Council of Dien Chau district, term 2011 - 2016.

From December 2012 to March 2015, he was a member of the Standing Committee of the District Party Committee, Chief Prosecutor of Dien Chau District People's Procuracy, and a delegate of Dien Chau District People's Council, term 2011 - 2016.

From April 2015 to November 2018, he was a member of the Standing Committee of the District Party Committee, Vice Chairman of the People's Committee of Dien Chau District, and a delegate of the People's Council of Dien Chau District for the 2011-2016 and 2016-2021 terms.

From December 2018 to December 2020, he was the Standing Deputy Secretary of the District Party Committee, delegate of the People's Council of Dien Chau district, term 2016 - 2021.

At the Congress of Dien Chau District Party Committee for the 2020-2025 term, comrade Ha Xuan Quang was elected as Secretary of the District Party Committee and then elected to take on the additional position of Chairman of Dien Chau District People's Council for the 2021-2026 term.
