Sticking with the village when she was no longer young, Ms. Le Thi Hong Ly (born in 1964) affirmed her capacity and enthusiasm, making an important contribution to making Phuc Do village a bright spot in building a new rural area in Ky Thuong commune, Ky Anh district (Ha Tinh).

Due to difficult family circumstances, her mother died at a young age and her father died when she was 18 years old, Ms. Le Thi Hong Ly lived with her brother until she was 20 years old, then she married a man in the same village and had 5 children. Being a resourceful and responsible person, Ms. Ly made a living by trading agricultural products. It was not until 2017, when faced with the demand for village cadres, receiving the trust of the Party Committees at all levels and the majority of the people, that Ms. Ly began to take on social work as the village chief. In 2018, she took on the additional task of a village police officer.
“At that time, Ky Thuong was accelerating the construction of the new rural area when it encountered consecutive natural disasters: In 2017, storm No. 10 swept through, causing severe impacts, dozens of houses collapsed, hundreds of hectares of acacia were destroyed; in 2020, heavy floods caused many hectares of rice fields to be silted up. Phuc Do village with more than 172 households and 700 people also faced many difficulties in that general context,” Ms. Ly recalled.
Ky Thuong commune has more than 35 hectares of rice fields and dozens of hectares of forest land that were buried and heavily eroded after the floods at the end of October 2020.
Difficulties were encountered right from the moment she took on the task, but it was also these challenges that proved the female village chief's ability to respond, lead the movement, and the ability to propagate and mobilize the people. With the direction of the Party Committee and authorities at all levels, and the joint efforts of the community, Village Chief Le Thi Hong Ly and her team of leaders and cadres closely followed each residential area, working side by side with the people to quickly overcome the consequences of natural disasters, stabilize their lives, develop the family economy, and at the same time encourage people to join hands to implement the criteria for building a model new-style rural residential area.

Village Chief Le Thi Hong Ly and the villagers have mobilized to clear the land, build roads, drainage ditches, sidewalks and build a green, clean and beautiful environment in each inter-family group. With the participation of the villagers, up to now, the whole village has covered the intra-village traffic system with nearly 7km of solid roads, nearly 4km of drainage ditches, many green fences built and cared for by residential clusters; dozens of gardens have been built. The spiritual life of the villagers is increasingly cared for with volleyball teams, art clubs, and folk dance clubs operating enthusiastically.
Mr. Bui Dinh Cuong - a villager said: "We feel the sense of responsibility for the common work of the village leader. Although she is a female cadre, wherever there is a movement or activity of the village, Ms. Ly is present, both working and propagating and encouraging the people. Besides, the village leader also understands the circumstances and characteristics of each family to have appropriate methods of mobilization and support, thereby creating high consensus among the people."
After solidifying all intra-village roads, Phuc Do is building intra-field roads to help people facilitate production.
Sharing her efforts, Ms. Ly said that being a village cadre requires two core elements: “First, being close to the people to understand and accompany them, attracting them to common activities; second, being extremely clear and transparent from small to large matters. In the process of leading the construction of Phuc Do to complete the criteria of a model residential area in (2020), the Party Cell and the Village Executive Committee have well implemented the grassroots democracy regulations, all tasks and results have been discussed, agreed upon, and monitored by the people; all revenue and expenditure, no matter how small, are recorded and made public clearly for the people to supervise.”
In 2018, at the age of 54, Ms. Le Thi Hong Ly was introduced to attend a Party sympathy class. In 2019, after maturing as a Party member, at the Party Congress of Phuc Do village for the 2019-2023 term, Ms. Ly was elected to hold the position of Party Cell Secretary.
“To do well in my new role, I spent time studying documents and learning from my predecessors. I realized that the process of simultaneously performing the tasks of secretary and village chief, although more difficult, also had many advantages in unifying the direction and implementation of local political tasks.”

The Party Cell Secretary and Head of Phuc Do Village is an enthusiastic and dedicated female cadre who is not afraid of difficulties and hardships, and is ready to accept and quickly adapt to the tasks assigned by the Party and the People. Thanks to that, over the years, she has shouldered all three roles. Recently (late July 2023), after finding suitable personnel, Comrade Ly handed over the work of a police officer to focus on doing well the role of a leader.
At this time, along with other localities, Phuc Do village is continuing to upgrade the NTM standards according to the new requirements of the 2021 - 2025 period. Believing that with scientific management methods, closeness and closeness to the people, comrade Ly will continue to promote the strength of the village political system, leading 12 residential clusters to successfully complete new requirements and tasks.
