The Ministry of Industry and Trade proposed to convert the National Power System Control Center (A0) into an enterprise model, instead of the originally proposed public service unit.
On July 5, the Ministry of Industry and Trade submitted to the Prime Minister a plan to transfer the National Power System Dispatch Center (A0) under the Ministry, but it will be carried out in two steps. First, A0 will be separated from the Vietnam Electricity Group (EVN) and a one-member limited liability company will be established under the State Capital Management Committee at Enterprises.
Then, transfer ownership from the State Capital Management Committee at enterprises to the Ministry of Industry and Trade.
Thus, with this proposal, A0 can be transferred to the Ministry of Industry and Trade under the enterprise model, as suggested by the Ministry of Home Affairs in the middle of last month. According to the Ministry of Home Affairs, operating under the LLC model will help A0 attract high-quality personnel, meet the requirements of the national power system dispatching task and be suitable for the price and fee management mechanism.
Currently, the National Power System Dispatch Center is a dependent accounting unit of EVN. The separation of A0 from EVN was stated in the Decision on restructuring the electricity industry in 2017 but has not been implemented.
However, in this submission, the Ministry of Industry and Trade did not mention the operating mechanism, management methods or impact assessment, and difficulties when transferring A0 to this agency as proposed by the Government leaders in June.
Previously, in early June, the Ministry of Industry and Trade proposed transferring A0 to this agency in the form of a public service unit and requested a special financial mechanism to maintain the salary and allowances equivalent to the current levels of dispatching engineers, an average of 40 million VND per month.
A0 was established in 1994, operating the transmission and distribution of electricity to ensure the safe and stable operation of the power system. This unit is also responsible for operating power plants; exploiting and regulating reservoirs; and handling incidents in the 500 kV power system.
The transfer of A0 to the Ministry of Industry and Trade was carried out at the request of the Prime Minister, in order to facilitate the operation of the market mechanism in the relationship between the national power system dispatching unit and the generation, transmission and distribution units according to the provisions of the Electricity Law.
