According to the official dispatch, the Ministry of Education and Training will base on the needs of localities for regular college-level teachers to determine training and enrollment targets for schools in 2023.
Of which, 5 localities have a need for teacher training including: Yen Bai, Lang Son, Thai Nguyen, Bac Giang, Dien Bien. Corresponding to the schools: Dien Bien, Lang Son, Thai Nguyen, Yen Bai Pedagogical College and Ngo Gia Tu College (Bac Giang).
The Ministry of Education and Training also emphasized that universities and pedagogical colleges under the People's Committees of provinces, cities, ministries and branches only enroll students when assigned training quotas and funding according to Government regulations.

Previously, the Ministry of Education and Training issued an official dispatch announcing that it would not assign enrollment quotas to 16 universities and colleges of education in 11 localities that do not have a need to place orders for teacher training in 2023.
According to the decision signed and issued by the Politburo in 2022 on the total staffing of the political system in the 2022-2026 period, it is necessary to add 65,980 teacher positions, of which 27,850 public preschool and general education teacher positions will be assigned in the 2022-2023 school year.
The Ministry of Education and Training determined that the cause of the above situation is that recruitment is not close to the needs and scale of school and student development. The arrangement, mobilization and assignment of teachers are also not appropriate. Another part is due to the mechanical migration in some industrial zones and large urban areas.
