(Dan Tri) - After 5 years of implementing the 2018 General Education Program, the education sector has achieved remarkable milestones on the journey of fundamental and comprehensive innovation.


Give schools the right to proactively choose textbooks

On December 28, 2023, the Ministry of Education and Training (MOET) issued Circular 27 regulating the right to choose textbooks in general education institutions.

According to the circular, schools will be allowed to choose a set of textbooks for each subject from the approved list, ensuring publicity, transparency and suitability to local socio-economic conditions.

Each educational institution will have a Textbook Selection Council established by the head of the educational institution, with full participation of professional groups, teachers and representatives of parents.

Previously, according to the old regulations in Circular 25 of 2020, the right to choose textbooks belonged to the Provincial People's Committee.

The textbook selection process will take place through steps such as organizing teachers' opinions, drafting plans and conducting votes, ensuring that at least 50% of teachers select the books. The approved textbook list will be announced before April 30 every year and educational institutions are responsible for proposing additional adjustments if necessary.

Giving educational institutions the right to choose textbooks helps each school choose textbooks that are suitable to the needs, conditions and characteristics of students, as well as proactively include teaching content that is appropriate to the local culture and context.

At the same time, schools will have to take greater responsibility in selecting teaching materials, creating incentives to improve the curriculum.

Textbook autonomy also contributes to limiting unhealthy competition among publishing units and promoting the improvement of book quality.

Changing the way students are tested and evaluated

Along with changing the content of the high school graduation exam, grade 10 admission and grade 6 admission from 2025, the education sector has comprehensively changed the examination, testing and student assessment system according to the new program.

The requirement of the new program is to shift the main assessment of knowledge and skills to assessing learners' abilities, that is, to shift the focus of assessment from mainly memorizing and understanding knowledge to assessing the ability to apply and solve practical problems, with special attention paid to assessing higher-level thinking abilities.

To assess students' abilities, teachers and schools will have to use many different methods, tools and forms instead of just using traditional tools and forms.

Many new forms of regular assessment have been introduced into schools such as questions and answers, presentations, video clips, learning products, experiments, etc. Students no longer have to answer questions by rote but use learning products to demonstrate their ability to absorb and apply knowledge.

The new testing and assessment also minimizes the situation where students answer questions based on memorization and copying. This also helps teachers evaluate students' training and learning results over a long period of time instead of focusing only on scores. From here, teachers have real data to understand each student's abilities and strengths, adjusting the teaching process in a personalized direction.

Changing the way of testing and assessment also requires the urgent need to innovate teaching methods of each teacher. Teachers are forced to change, improve their qualifications, and be creative in teaching in order to improve students' learning outcomes.

Do not use textbook materials for literature exams.

In Official Dispatch 3935 guiding provinces and cities to implement secondary education tasks for the 2024-2025 school year, the Ministry of Education and Training requires not to use texts and excerpts learned in textbooks as test materials to assess reading comprehension and writing skills in periodic literature tests.

This is to overcome the situation where students only memorize lessons or copy available material content.

In this spirit, the 2025-2026 public 10th grade entrance exam and the 2025 high school graduation exam will no longer include literary works in textbooks as before. Learning by rote, guessing exam questions and the decades-long situation of "model essays" will be minimized.

The regulation of not using textbook materials in literature exams has many important implications in the process of educating and evaluating students.

When not relying on the available materials in textbooks, students will have to develop their own thinking, analytical and creative abilities. At the same time, students will have to study literary works outside of school, thereby expanding their understanding and access to many different sources of documents, helping to cultivate the ability to appreciate literature, forming the habit of reading and researching right from when they are still in school.

Exams that do not use textbook materials will help teachers assess students' comprehensive abilities, including understanding, analysis, comparison and reasoning, instead of relying solely on memorization of knowledge.

In addition, when not limited by textbook materials, students have the opportunity to express their personal writing style, expressing their thoughts and feelings through different forms of creative writing.

This is also an important premise to promote changes in teaching and learning literature in schools.

Increase the number of teachers, rank teachers' salaries highest in the administrative career salary scale system

The implementation of the 2018 General Education Program requires an increase in both the quantity and quality of teachers. To serve this goal, in Decision 72 of the Politburo, the number of additional teacher positions assigned for the 2022-2026 period is up to 65,980 positions.

The draft Law on Teachers also proposes that teachers' salaries be ranked highest in the administrative career salary scale system.

Increasing the number of teachers and ranking them as the highest teachers not only encourages students to choose teaching as a career but also helps retain experienced and competent teachers in schools. Thereby, educational resources become more abundant and the prestige of the teaching profession is also enhanced.

When teachers are guaranteed stable employment and receive higher salaries, they will be able to focus on their professional work, improve their teaching quality and contribute to promoting the quality of education.

Early career guidance and strengthening indigenous knowledge

Experiential activities - career guidance and local education subjects are a highlight in the new general education program.

Although the implementation of these educational contents is not uniform among schools and localities, it has created a new wind in many schools, aiming towards educational values ​​approaching international standards.

Early career guidance helps students become more aware of their strengths, abilities and interests. Through this, they can identify the field of study that is suitable for them before entering high school, thereby effectively planning their long-term career future.

Meanwhile, local education provides students with rich indigenous knowledge. In the era of flat world, the role and significance of indigenous knowledge is increasingly emphasized.

When students can grasp and understand the long-standing traditions, living and working experiences, and knowledge of the natural environment in the place where they live, they will not only have good knowledge tools to develop their future careers but also cultivate love for their homeland and country, and be ready to contribute to the sustainable development of the community.
