Nearly 5,000 points of connection to attend the Conference
The conference was connected online to 63 provincial and municipal Farmers' Associations, 588 district-level bridges and 4,255 grassroots bridges with a total of 112,716 delegates attending at the bridges.

Speaking at the opening of the Conference, Vice Chairman of the Central Executive Committee of the Vietnam Farmers' Union Pham Tien Nam emphasized: The 8th National Congress of the Vietnam Farmers' Union was a great success. The Congress discussed and approved the Resolution and documents of the Congress. Notably, before the Congress, on December 20, 2023, the Politburo issued Resolution No. 46-NQ/TW on innovation and improvement of the quality of activities of the Vietnam Farmers' Union to meet the requirements of revolutionary tasks in the new period. Implementing Resolution No. 46 of the Politburo, on February 20, 2024, the Prime Minister issued Decision 182-QD-TTg approving the Project "Vietnam Farmers' Union participates in developing collective economy in agriculture until 2030".

"It can be said that these are extremely important contents to guide and direct the activities of the Association and the farmers' movement in the coming years. To concretize, the Executive Committee and the Central Standing Committee of the Association have focused on leading and directing the development and promulgation of the Action Program and the implementation plan of Resolution No. 46, Resolution of the 8th Congress of the Vietnam Farmers' Union; the entire working program of the Central Executive Committee of the Association for the 2023-2028 term; and the implementation plan of Decision 182 of the Prime Minister" - Vice President Pham Tien Nam emphasized.
"The online conference to study, learn and disseminate the Resolution is extremely important for cadres, members, farmers, especially key cadres of the Association at all levels. Chairman of the Central Committee of the Vietnam Farmers' Union Luong Quoc Doan informed about the context of the birth of Resolution 46, the situation of agriculture, farmers, rural areas, the development status of the Vietnam Farmers' Union; the process of building the Project, the draft Resolution submitted to the Politburo; the basic contents of Resolution 46 of the Politburo.
Accordingly, regarding the guiding viewpoints of Resolution 46, there are 3 groups of viewpoints. These are: Ensuring the Party's leadership over the Farmers' Association and the farmers' movement; Improving the material and spiritual life of farmers and Building the association organization is the responsibility of the political and social system under the leadership of the Party, in which the main and direct ones are the Party committees, authorities and executive boards of the Farmers' Association at all levels.

Strengthen the responsibility of the Farmers' Association in representing, protecting the legitimate and legal rights and interests and promoting the mastery of farmers; encourage and support farmers to perform well their role as the subject and center of the process of agricultural development, rural economy, sustainable new rural construction and rural industrialization, urbanization, and international integration; contribute to building an alliance between the working class, the peasantry and the intelligentsia, and act as a solid bridge between the Party and farmers.
Strengthen the association's core political role in the farmers' movement; improve efficiency, innovate content and methods of operation; perfect the organization and apparatus, build a team of association officials, develop the organization and develop members to meet the requirements and revolutionary tasks in the new period.
Regarding the general objectives, the Resolution sets out the following: to innovate and improve the quality of the farmers' movement, build a strong Vietnam Farmers' Union; perform well its representative role; encourage and motivate farmers to raise their awareness, responsibility, qualifications, actively participate in the development of ecological agriculture, modern countryside, civilized farmers, improve material and spiritual life, contribute to the cause of building and defending the Fatherland, and develop the country to become more prosperous and happy.
Specific annual targets according to the resolution, strive to achieve: Admit 200,000 or more new farmer members. 100% of full-time farmer association officials at all levels, and branch heads of farmer associations are trained in knowledge and skills.
Vocational training for 250,000 or more farmer and rural labor members; training to improve the qualifications and skills of 50,000 excellent farmers, good farmers in production and business at district level or higher.
Establish 5,000 new professional farmer associations and 500 professional farmer branches.
Mobilize 450,000 or more farmer members to join cooperatives; establish 1,000 new cooperatives in the agricultural sector and 200 agricultural cooperatives.
60% or more of farming households registered to strive, of which 50% or more of registered households achieved the title of excellent production and business at all levels.
100% of farmer members participate in health insurance; 50,000 or more farmer members participate in voluntary social insurance.

7 groups of tasks and solutions
To achieve the set goals, the Resolution has set out 7 main groups of tasks and solutions:
First: Innovate propaganda, mobilization, gathering, and solidarity work among farmers, and improve the effectiveness of the farmers' movement.
Second: Strengthen and perfect the organizational structure, build a team of cadres with sufficient qualities and capacity to meet task requirements.
Third: Improve the quality of vocational training and development for farmers and rural workers, and provide services, consulting, and support to farmers in developing production and business.
4th: Encourage farmers to actively participate in national target programs, patriotic emulation movements, and campaigns.
5th: Promote the role of farmers' associations in participating in monitoring, social criticism, and building a clean and strong Party and political system.
Friday: Proactively integrate, expand international cooperation, promote people-to-people diplomacy
Saturday: Strengthening the leadership of the Party, coordination of the government, the Vietnam Fatherland Front, socio-political organizations and mass organizations with the farmers' association
Chairman of the Vietnam Farmers' Union Luong Quoc Doan said: To implement Resolution No. 46-NQ/TW of the Politburo and quickly bring the Resolution into life, the Central Committee of the Union has issued documents to lead and direct the implementation throughout the Union system, including:

5 key tasks of the Vietnam Farmers' Union at all levels in 2024
Comrade Luong Quoc Doan said: In 2024, the Central Executive Committee of the Vietnam Farmers' Union determined to implement 5 key tasks. Specifically as follows:
Firstly: Strongly innovate methods of propaganda, mobilization, gathering and uniting farmers, specifically: Continue to strongly develop professional Farmers' Association branches and groups; Promote the establishment of farmer club models, develop and promulgate procedures to guide the establishment of farmer clubs, focusing on building 4 models: "Farmer Club for Good Production and Business", "Farmer Club with Law", "Farmer Science and Technology Club", "Farmer Club participating in environmental protection".
Second: Mobilize and support farmer members to actively participate in developing collective economy in agriculture, specifically: Organize and launch the emulation movement "Farmer officials and members actively participate in developing collective economy"; Develop a process to guide and organize support for the establishment of a number of agricultural cooperative models as models for farmer officials and members to visit, learn and replicate the model.
Third: Improve the qualifications and skills of farmers and Union officials at all levels, specifically: Survey, develop and promulgate training programs and contents to improve the qualifications and skills of farmers and Union officials at all levels; Pilot the organization of training courses to improve the qualifications and skills of excellent farmers, good farmers in production and business from district level and above.
Fourth: Develop a set of evaluation indexes and organize for members and farmers to participate in evaluating the quality of services and input materials in agricultural production, specifically: Research and develop a set of evaluation indexes for the quality of services and input materials in agricultural production; Pilot organization for excellent farmers, good farmers in production and business to participate in evaluating the quality of services and input materials in agricultural production.
Fifth: Promote support, dissemination, and expansion of the application of the Vietnamese Farmers App among farmer members, specifically: Organize dissemination and guidance on the use of the Vietnamese Farmers App for farmer members; Pilot organization for members and farmers to participate in giving opinions, synthesizing reflections, recommendations, thoughts, and aspirations of members and farmers in the process of implementing policies and guidelines on agriculture, farmers, and rural areas through the Vietnamese Farmers App.
In the morning of the Conference, Comrade Bui Thi Thom - Vice President of the Central Executive Committee of the Vietnam Farmers' Union disseminated the Resolution of the 8th National Congress of Delegates of the Vietnam Farmers' Union, term 2023-2023.
In the afternoon of the same day, Vice President of the Vietnam Farmers' Union Dinh Khac Dinh will brief on the basic contents of the Charter of the Vietnam Farmers' Union, term VIII (amended and supplemented); Vice President of the Vietnam Farmers' Union Pham Tien Nam will brief on the key work program of the Central Executive Committee of the Vietnam Farmers' Union, term VIII, 2023-2028; Vice President of the Vietnam Farmers' Union Nguyen Xuan Dinh will brief on Decision No. 182 of the Prime Minister.
