1. Organize the implementation of Directive No. 14-CT/TW dated July 1, 2022 of the Politburo on continuing to strengthen the Party's leadership over the Vietnam Lawyers Association in the new situation.
In 2023, the Party Delegation of the Vietnam Lawyers Association will continue to promote the implementation of Directive No. 14-CT/TW dated July 1, 2022 of the Politburo on continuing to strengthen the Party's leadership over the Vietnam Lawyers Association in the new situation.
Accordingly, Plan No. 188-KH/DD was issued on April 12, 2023, assigning Party Committee members to work with localities and central ministries and branches. Implementing this plan, with the policy of focusing on the grassroots, the Party Committee successfully organized 14 working delegations to work with the Standing Committees of Provincial Party Committees, City Party Committees and local authorities on the implementation of Directive No. 14-CT/TW of the Politburo. The results of the work showed that the Party Committees and authorities of provinces and cities were very serious in organizing the implementation of the Directive.
The Party Delegation of the Vietnam Lawyers Association worked with the Lam Dong Provincial Party Committee on coordinating the implementation of Directive No. 14-CT/TW dated July 1, 2022 of the Politburo on continuing to strengthen the Party's leadership over the Vietnam Lawyers Association in the new situation.
In general, the working sessions achieved good results, thereby helping provincial and municipal leaders and provincial and municipal departments and branches better understand the position, role, functions and tasks of the Vietnam Lawyers Association and the need to strengthen the Party's leadership over the organization and operation of the Lawyers Association.
Most leaders of provincial and municipal Party Committees are very interested in and highly appreciate the position, role and results of the Lawyers Association's activities in recent times, which have actively contributed to socio-economic development, national security and defense, and maintaining order and social safety in the locality.
In conclusion, at the meeting, the provincial and municipal leaders were interested in and directed the creation of favorable conditions for the organization and operation of the Lawyers Association. In particular, all provinces were very interested in and discussed thoroughly the method of assigning work and allocating funds for the Association's activities.
Along with that, the Bar Associations of provinces and cities have promoted the position, role and strength of the Association in performing professional tasks, such as participating in the drafting of legal documents; disseminating and educating the law, providing legal advice and legal aid, and mediation at the grassroots level, and have achieved many good results. They have been recognized and highly appreciated by the Party Committee and the government, and trusted by the people.
2. Review, amend and supplement the Regulations, Rules and Guidelines of the Party Committee and the Central Standing Committee of the Vietnam Lawyers Association, in accordance with new documents of the Party and State on the Association's work.
On August 22, 2023, the Secretariat issued Decision No. 118-QD/TW promulgating the Regulations on the organization and operation of mass associations assigned by the Party and the State at the Central level. Pursuant to Decision No. 118-QD/TW, the Party Delegation of the Vietnam Lawyers Association issued Plan No. 283-KH/DD, dated December 22, 2023 on thoroughly grasping and implementing the Regulations on the organization and operation of mass associations assigned by the Party and the State at the Central level, promulgated together with Decision No. 118-QD/TW of the Central Party Secretariat.
Based on the new regulations of the Party and State, in 2023, the Party Central Committee and the Central Standing Committee of the Vietnam Lawyers Association reviewed, revised and supplemented the regulations, rules and instructions of the Party Central Committee and the Central Standing Committee of the Association to suit the practical activities of the Association and new documents of the Party and State on the Association's work:
Specifically, implementing Regulation No. 97-QD/TW dated February 7, 2023 of the Politburo on the functions, tasks, powers, organizational structure, and working relationships of the Party delegation and the Party executive committee at the Central level, the Party Delegation of the Vietnam Lawyers Association issued the Working Regulations of the Party Delegation No. 285-QC/DD-HLGVN dated December 22, 2023, replacing the Working Regulations of the Party Delegation No. 342-QC/DD-HLGVN dated April 13, 2020;
After 7 years of implementation, the "Regulations on establishment, merger, separation, dissolution and management of organizations under the Central Committee of the Vietnam Lawyers Association" have had positive effects and are an important legal basis for the management of organizations under the Central Committee of the Vietnam Lawyers Association.
However, up to now, the Regulations have revealed some contents that need to be amended and supplemented to suit the practical requirements of the Central Association's management of its affiliated units. At the 18th Joint Conference, the Party Delegation and the Central Standing Committee of the Vietnam Lawyers Association agreed to amend, supplement and promulgate the Regulations to replace the Regulations on establishment, merger, separation, dissolution and management of organizations affiliated to the Central Vietnam Lawyers Association issued together with Decision No. 41/HLGVN dated January 28, 2016 of the Vietnam Lawyers Association.
In 2024, the Party Central Committee and the Standing Committee of the Vietnam Lawyers Association directed specialized units to continue reviewing, proposing amendments and supplements to the Statutes, Regulations and Guidelines of the Central Association, especially the Charter of the Vietnam Lawyers Association, to submit to the 14th National Congress of the Vietnam Lawyers Association, term 2024 - 2029.
3. Proposal to develop a Law amending and supplementing a number of articles of the Law on Commercial Arbitration
The work of participating in policy and law making ensures quality and goes into more depth; in which the focus is on building a dossier to propose the making of a Law amending and supplementing a number of articles of the Law on Commercial Arbitration.
In 2023, the Vietnam Bar Association at all levels will strengthen innovation and improve the quality of participation in policy and law making; proactively organize research and contribute opinions on many projects and draft legal documents such as: Land Law (amended), Water Resources Law (amended), Housing Law (amended); Social Insurance Law (amended), Capital Law (amended); Cultural Heritage Law (amended); Railway Law (amended), Law on Organization of People's Courts (amended), Road Law (amended), Law on Road Traffic Order and Safety, Law on Citizen Identification, etc.
In particular, implementing Plan No. 81/KH-UBTVQH15 dated November 5, 2021 of the National Assembly Standing Committee on implementing Conclusion No. 19-KL/TW of the Politburo on the Project to orient the Law-making Program for the 15th National Assembly term, Document No. 1410/UBPL15 dated January 9, 2023 of the National Assembly's Law Committee and Document No. 1697/UBTP15 dated January 13, 2023 of the National Assembly's Judicial Committee on preparing proposals for law and ordinance making in 2024, the Association has organized research and developed a dossier to propose the law amending and supplementing a number of articles of the Law on Commercial Arbitration and sent it to agencies for comments according to the procedures of the Law on Promulgation of Legal Documents.
According to the plan, in March 2024, it will be submitted to the Central Steering Committee for Judicial Reform and the Standing Committee of the National Assembly for consideration and addition to the National Assembly's Law and Ordinance Development Program in 2024.
Proposal to develop a Law amending and supplementing a number of articles of the Law on Commercial Arbitration.
4. Submit to the Prime Minister for approval the Project "Promoting the role of Lawyers' Associations at all levels in the dissemination and education of law for the period 2024 - 2030"
Following the results of the implementation of the Project "Socialization of legal dissemination and education for the period 2017-2023", the Vietnam Lawyers Association has proactively proposed the Prime Minister to approve the Project "Promoting the role of the Vietnam Lawyers Association in legal dissemination and education for the period 2024-2030".
On November 3, 2023, Deputy Prime Minister Tran Luu Quang agreed (in Official Dispatch No. 8659/VPCP-PL) to assign the Vietnam Lawyers Association to preside over, coordinate with relevant agencies to research, develop and submit to the Prime Minister for approval this Project. The Vietnam Lawyers Association has presided over, coordinated with relevant agencies and organizations to research and complete the draft Project, ensuring the spirit of the Deputy Prime Minister's direction to focus on promoting the role of the Lawyers Association in this work, while ensuring feasibility, not overlapping with the tasks of agencies and organizations prescribed in the Law on Dissemination and Education of Law; avoiding waste of the State Budget.
The Association has sent documents to relevant agencies and organizations such as: People's Committees, Departments of Justice, Lawyers Associations of 63 provinces and cities; branches, affiliated units; ministries, departments and branches at the Central level. Through synthesis, it can be seen that all opinions agree with the necessity of issuing the Project. Up to now, the Association has completed the Document and submitted it to the Prime Minister for decision.
5. Strengthening the role of the Vietnam Lawyers Association in judicial reform
In 2023, the Vietnam Lawyers Association at all levels has carried out many specific and practical tasks related to the judicial sector, especially implementing the direction of the Secretariat on the Project "Building a set of people's assessment indexes for judicial activities" (Official Dispatch No. 7669-CV/VPTW dated August 22, 2023 of the Central Party Office), the Party Delegation of the Vietnam Lawyers Association has coordinated with the Central Propaganda Department to receive the opinions of the Secretariat, the contributions of agencies, complete the questionnaire and the plan to pilot the collection of people's opinions on judicial activities in 2024, and submit it to the Head of the Central Internal Affairs Department for approval.
In addition, in 2023, the Central Steering Committee for Judicial Reform (Working Program No. 10-CTr/BCĐCCTPTW dated January 18, 2023) also assigned the Party Delegation of the Vietnam Lawyers Association the task of developing the Project "Summary and evaluation of the people's defense attorney institution to find solutions in the coming time". To carry out the above task, the Party Delegation of the Vietnam Lawyers Association established a Steering Committee and an Editorial Team for the Project, including representatives of the following agencies: the Supreme People's Procuracy, the Supreme People's Court, and the Ministry of Justice. The Party Delegation issued a Plan to implement the development of the Project (No. 207-KH/DD, dated June 15, 2023), sending official dispatches to set up research topics according to the content of the Project.
To date, the Summary Report has been completed, evaluating the People's Defender Institution to find solutions in the coming time and sent to agencies for comments. According to the Plan, the Project will be completed and submitted to the Central Steering Committee for Judicial Reform in June 2024.
6. Organize propaganda and professional training for lawyers on environmental protection law.
Implementing the Joint Program No. 03/CTPH-BTNMT-HLG dated October 5, 2018 between the Vietnam Lawyers Association and the Ministry of Natural Resources and Environment on the work of building, disseminating and educating laws in the field of natural resources and environment in the period of 2018-2023, in 2023, the Vietnam Lawyers Association organized 15 training conferences for officials and members of the Lawyers Association of 63 provinces and cities on improving legal capacity and supervising the implementation of laws on natural resources and environmental protection with thousands of lawyers attending.

In addition, the Association has launched and organized events in response to World Environment Day on June 5 with many specific activities. The Lawyers Association at all levels has proactively coordinated with local natural resources and environment agencies to organize many activities to propagate and disseminate laws on environmental protection; organized a pilot model of Lawyers Association branches at the grassroots level to propagate and monitor the implementation of the Law on Environmental Protection at the grassroots level in a number of provinces and cities; compiled and published 3,000 books on environmental protection and 50,000 leaflets on waste classification and distributed them to 63 provinces and cities nationwide.
Organize talk shows on corporate responsibility in environmental protection; direct the Association's media units to increase writing and posting news and articles to contribute to promoting the whole society to raise awareness of environmental protection. Through this activity, the Lawyers Association at all levels will improve their legal knowledge and capacity to monitor the implementation of environmental protection laws. At the same time, each lawyer participating in the training will be a propagandist, helping to spread the message of environmental protection to the grassroots.
7. In coordination with the International Association of Democratic Lawyers (IADL), the International Peace Path Foundation and the Russian Peace Law Center , the International Conference "Promoting Cooperation in the East Sea: For Peace and Development on the Basis of International Law " was held in Moscow.
Following the success of the East Sea seminars held in the Russian Federation in 2018, 2019, 2022, from June 20 to 26, 2023, the Vietnam Lawyers Association sent a delegation to attend the International Seminar "Promoting Cooperation in the East Sea: For Peace and Development on the Basis of International Law " organized by the Vietnam Lawyers Association in coordination with the International Association of Democratic Lawyers (IADL), the Peace Path International Foundation and the Peace Law Center of the Russian Federation in Moscow, and visited, worked and signed a cooperation agreement with the Foreign Affairs Committee of St. Petersburg.
The workshop made recommendations to resolve disputes over the East Sea with the hope of promoting comprehensive solutions, respecting international law, seeking feasible and progressive solutions, suitable for the complex situation. Those proposals and recommendations as well as the workshop chair's conclusions are consistent with the Party's guidelines and policies and the State's policies in resolving the East Sea issue, as well as demonstrating the support of international friends for us.
In coordination with the International Association of Democratic Lawyers (IADL), the Peace Path International Foundation and the Russian Peace Law Center, the international conference "Promoting cooperation in the East Sea: For peace and development on the basis of international law" was held in Moscow.
The fact that the Conference was held for the first time at a facility of a State agency of the Russian Federation, the Russian Academy of Sciences, partly shows that Russia's respect and interest in Vietnam in general and the East Sea issue in particular is increasing.
Along with that, the cooperation agreement with the Foreign Affairs Committee of St. Petersburg will create a basis for the two sides to carry out cooperation activities and exchange experiences in the fields of law-making and improvement, building a rule-of-law state, legal education and enhancing legal culture, contributing to the good relationship between the two countries.
8. Successfully hosted the Conference of the Executive Board of the Association of Lawyers of Asia and the Pacific (COLAP) in Nha Trang
With the support and close coordination of agencies and departments at the Central level and Khanh Hoa province, on December 8-9, 2023, the Vietnam Lawyers Association successfully hosted the Conference of the Executive Board of the Association of Lawyers of Asia and the Pacific (COLAP) in Nha Trang city.
This is the annual meeting of the COLAP Executive Board, so the main purpose of the conference is to discuss and approve the COLAP's operational report and financial report for the last 6 months of the year; discuss the plan to organize the COLAP Congress in 2024 (held every 3 years according to the COLAP Charter); exchange and discuss legal and political issues of mutual interest to countries.

At this Conference, Comrade Nguyen Van Quyen, President of the Vietnam Lawyers Association, Vice President of COLAP, informed the delegates attending the Conference about the results of the activities of the Vietnam Lawyers Association in recent years and affirmed that the Association has been and will always strive to fulfill the tasks according to the Charter and assigned by the Party and the State, typically such as disseminating and providing legal advice to the people, participating in contributing opinions to many draft legal documents of the State, organizing a number of seminars on the East Sea issue, participating in building a rule-of-law State in Vietnam..., thereby contributing to COLAP's goal of protecting human rights, peace, democracy, implementing the United Nations Charter and demonstrating the Association's responsibility in contributing to building COLAP to increasingly develop and operate effectively.
The delegates attending the conference had many good impressions of the thoughtful and respectful organization, the sophistication and uniqueness of the national art culture and special cuisine of Vietnam; at the same time, they also felt the friendliness and hospitality of the Vietnamese people in general and the people of Nha Trang in particular.
9. Successfully organized the photo exhibition week "Vietnamese Lawyers with the Sea and Islands of the Homeland" in Can Tho city
From April 17-23, 2023 at Luu Huu Phuoc Park, Ninh Kieu District, Can Tho City, the Vietnam Lawyers Association organized a photo exhibition "Vietnamese Lawyers with the Homeland's Sea and Islands" including seven exhibition areas with diverse and rich themes.
This is a particularly meaningful event, aiming to introduce to the people of Can Tho, readers nationwide and officials and members of the Vietnam Lawyers Association the process of establishment and development as well as the positive contributions of Vietnamese lawyers in the work of propaganda and advocacy to protect national interests, the sacred sovereignty of the sea and islands of the Fatherland. At the same time, introducing to viewers beautiful, vivid and rich images of the sea and islands of the homeland of Vietnam.
The works are images of Vietnam's sovereignty over seas and islands, historical documents, legal evidence and activities affirming Vietnam's sovereignty over the two archipelagos of Truong Sa and Hoang Sa; and the daily life of officers, soldiers and people on the islands.

With the message "Spreading love, community responsibility for the sea and islands of the homeland", the Vietnam Lawyers Association hopes that viewers, especially young people, union members, youth, students, and pupils will have a correct understanding of the tradition of building and protecting the Fatherland of our nation, and have the awareness and responsibility to refute the wrong views that hostile forces have put forward that are baseless, lack objectivity, and are contrary to the principle of fighting to protect the sovereignty of the sea and islands - the sacred and inseparable territory of the Fatherland of Vietnam that our Party, State, and People have set forth in accordance with international law.
Over the past years, the Vietnam Lawyers Association has coordinated with relevant agencies, units and organizations, and at the same time promoted the position of the political - social - professional organization, as well as the prestige of the Association in the international legal community to carry out many activities aiming at the goal of accompanying the Party, State and People in the struggle to firmly protect the independence, sovereignty and territorial integrity of the country in general and the sovereignty of the sea and islands in particular on the basis of international law.
10. Receiving citizens and providing legal aid at the Central Citizen Reception Office and many localities
In 2023, legal consultancy and legal aid work in the entire association system will be implemented synchronously and effectively; the content and fields will be diverse, and the number of cases will increase compared to 2022. A typical activity in this work is participating in receiving citizens at the Central Citizen Reception Headquarters and Citizen Reception Headquarters at all levels of the Central Association and associations at all levels nationwide. This activity has been recognized and highly appreciated by the leaders of the Central Citizen Reception Headquarters and local authorities.
At the Central level, the Association has sent prestigious and experienced lawyers to participate in receiving citizens at the Central Citizen Reception Office. In 2023, citizens were received for 89 days and legal aid was provided to 93 citizens at the Central Citizen Reception Office. At all levels, 39/63 provincial and municipal Lawyers Associations have sent Association officials to participate in receiving citizens at local citizen reception offices. During the process of participating in citizen reception, lawyers always perform their roles, responsibilities, objectivity, and independence according to the provisions of law.
Most of the citizens' complaints are related to land: Site clearance, land compensation, reclaiming old land, land disputes... or related to resolving housing policies, social welfare policies, denouncing officials abusing their power for corruption... Through legal aid activities, people better understand their rights and obligations and help reduce cases of complaints that go beyond the level and drag on .
