Require localities to proactively take measures to prevent African swine fever

Comrade Luu Van Ban, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee chaired the July meeting of the Provincial People's Committee (2nd time)

To proactively prevent African swine fever in the province, Standing Vice Chairman of the Provincial People's Committee Luu Van Ban emphasized that African swine fever is developing complicatedly in some provinces bordering Hai Duong, so the risk of an outbreak in the province is very high. Therefore, the Department of Agriculture and Rural Development needs to proactively propose specific solutions and clarify the consequences when African swine fever breaks out. Standing Vice Chairman of the Provincial People's Committee Luu Van Ban requested the Department of Agriculture and Rural Development to develop a plan to prevent African swine fever in the direction of assessing the actual situation, on that basis, proposing required tasks and implementation contents towards the goal of preventing and handling situations promptly. In particular, attach importance to propaganda and guidance on African swine fever prevention, review statistics of existing pig herds and implement vaccination, determine the responsibilities of local Party committees, authorities and specialized agencies in implementing measures to prevent and control African swine fever to report to the Provincial Party Committee Standing Committee as soon as possible.

According to the report of the Department of Agriculture and Rural Development, there are currently no outbreaks in the province. However, the risk of an outbreak is very high because African swine fever is developing complicatedly in some provinces bordering Hai Duong (Quang Ninh, Hai Phong). African swine fever virus can survive for a long time in the environment, the transmission route is very complicated; complicated weather conditions that are detrimental to the health of pigs are favorable conditions for the development of African swine fever virus, which can cause outbreaks, especially African swine fever.

The total pig herd in the province is 440,000. Of which, 42,500 are sows and boars, 300,700 are pigs for meat. The number of piglets following their mothers is estimated at 96,800.

In the first 6 months of 2024, pig farming in Hai Duong developed stably, growing by 4.6%. Pig farming has shifted rapidly towards farms, small-scale farming has decreased. The proportion of industrial and farm farming accounts for over 60%, contributing to increasing meat output and efficiency in farming. Farmers apply technical advances in the operation and management of livestock herds such as automatic and semi-automatic feeders, automatic cooling systems, ventilation systems, automatic temperature and humidity control in barns; automatic drinking water supply systems and cleaning and collection machines for livestock waste; automatic disinfection of farm and barn entrances and exits; large-capacity disinfectant sprayers, barn cleaning machines; biological bedding, biological products, biogas, biosafety farming, etc.

However, since the beginning of 2024, pig prices have increased, so farmers have tended to restock their herds massively, but the interest and use of vaccines is still limited. There is no vaccine against African swine fever to vaccinate sows and boars. Farmers have not implemented minimum veterinary hygiene measures in disease prevention. Control of trading, transportation of pigs, pig products, and pig slaughter in some localities is not yet strict...

The July meeting of the Hai Duong Provincial People's Committee (2nd time) also reviewed and discussed the contents and submissions: Regulations on coordination between the Vietnam General Confederation of Labor and the Hai Duong Provincial People's Committee in implementing the Trade Union Institution Project in the province.

Submissions: regulations on management, operation and use of Hai Duong Provincial Data Center; regulations on management, operation and integration of Smart-HaiDuong applications for people; Hai Duong Provincial data strategy to 2030.

Plan and progress of site clearance for residential areas and urban areas in districts, towns and cities.

Results of review, inspection and evaluation of investment, construction and business processes of a number of petrol stations in the province.

Plan to organize the implementation of Housing Law No. 27/2023/QH15 and Real Estate Business Law No. 29/2023/QH15.

Proposing investment policies for a number of residential and urban area projects in the province.

Review 18 residential and urban area projects in wards of urban areas of type III or higher in Hai Duong to propose forms of housing construction or receiving transfer of land use rights by dividing plots and selling land in accordance with legal regulations.

Results of resolving difficulties in granting first-time land use right certificates to a number of households in Cong Lac and Van To communes (Tu Ky).

Reviewing the investment, land allocation, and granting of land use right certificates for 16 plots of land in the densely populated Ngo Quyen area (Hai Duong city).

General urban planning and zoning planning tasks in Hai Duong city and Ninh Giang and Thanh Ha districts.

Rearrange and arrange the working headquarters of the Provincial Construction Investment Project Management Board; estimate the cost of transferring state capital at state-owned enterprises implementing divestment according to Decision No. 184/QD-TTg.

Handing over assets of rural water supply works in Phuong Hoang commune (now An Phuong commune), Thanh Ha district.

Moving Thien Than Temple in the Quynh Khe communal house relic complex, Kim Xuyen commune (provincial relic) to implement the investment in construction of the interchange project with National Highway 5 in Kim Xuyen commune (in Kim Thanh district).

Issue a list of drugs for centralized bidding at the local level; stipulate the quantity and level of monthly support for medical staff in villages and residential areas in communes, wards and towns in Hai Duong province.

Plan to implement the National Strategy on attracting and utilizing talents to 2030, vision to 2050.
