The Prime Minister's Administrative Procedure Reform Working Group has just issued Official Dispatch 97/TCTCCTTHC on continuing to promote the implementation of the Program to reduce and simplify regulations related to business activities in the period of 2020 - 2025.
Implementing Resolution No. 68/NQ-CP dated May 12, 2023 of the Government on the Program to reduce and simplify regulations related to business activities (abbreviated as QDKD) for the period 2020-2025, ministries and branches have actively reduced and simplified many unnecessary, unreasonable, illegal regulations that cause difficulties for production and business activities of enterprises and people, thereby contributing to promoting the improvement of the investment and business environment, creating favorable conditions for people and businesses.

However, since the beginning of the term, there are still 04 Ministries: Industry and Trade, Justice, Finance, Culture - Sports and Tourism that have not submitted to the Prime Minister a plan to reduce and simplify business decisions; some Ministries have not fully and promptly updated business decisions on the business decision consultation and lookup portal; the consultation of enterprises and people on business decisions expected to be newly issued, amended, supplemented, or abolished in draft legal documents (abbreviated as VBQPPL) has not been fully implemented; there are still 688 business decisions that have been approved by the Prime Minister for reduction and simplification plans but are still in the process of researching, amending, and supplementing legal documents for implementation; the reception and handling of difficulties and problems in implementing regulations and administrative procedures (abbreviated as TTHC) for people and businesses is still slow.
Resolutely handle proposals and recommendations from associations and businesses regarding business decisions.
To overcome the above shortcomings and continue to promote the implementation of tasks assigned by the Government, Deputy Prime Minister Tran Luu Quang, Head of the Prime Minister's Administrative Procedure Reform Working Group, requested:
Ministers, Heads of ministerial-level agencies, and General Director of Vietnam Social Security are responsible to the Government and the Prime Minister for completing the targets of cutting and simplifying business decisions within the scope of management functions assigned by the Government in Resolution 68/NQ-CP; focusing on directing functional units to:
Regularly compile, update, and fully, accurately, and promptly publicize newly issued, amended, supplemented, and abolished business decisions along with compliance costs for each business decision on the business decision consultation and lookup portal (including business decisions before being amended, supplemented, or abolished); compile a list of business decisions that have been reduced or simplified to calculate the reduction rate of business decisions and the reduction rate of business decision compliance costs; the number of legal documents with business decisions under the management of each ministry and agency on the business decision consultation and lookup portal.
Online consultation, two-way interaction between ministries, branches and associations, enterprises; between ministries, localities and related subjects on the consultation and search portal of legal documents to shorten the time for collecting opinions on projects and draft legal documents.
Resolutely handle proposals and recommendations from associations and enterprises regarding business decisions under their management sent for interaction on the business decision consultation and lookup portal and the reflections and recommendations assigned in Section IX of Resolution No. 97/NQ-CP dated July 8, 2023 of the Government.
Promote and encourage associations, businesses, and management entities to contribute opinions or send questions and suggestions regarding business decisions on the Business Decision Consultation and Lookup Portal.
Urgently complete the implementation of the plan to reduce and simplify business procedures approved by the Prime Minister.
The Ministries of Transport, Information and Communications, Health, Agriculture and Rural Development, Labor - Invalids and Social Affairs, Natural Resources and Environment, Education and Training, Planning and Investment, Science and Technology, Public Security, National Defense and the State Bank of Vietnam urgently complete the implementation of the reduction and simplification plans approved by the Prime Minister in the Prime Minister's Decisions. Complete the implementation of the reduction and simplification plans under the authority of the Government, Prime Minister, Ministers, and Heads of ministerial-level agencies before December 20, 2023.
The Ministries of Industry and Trade, Justice, Finance, Culture - Sports and Tourism urgently submit to the Prime Minister a plan to reduce and simplify business decisions. The deadline is no later than November 30, 2023.
The Ministry of Justice reports on the results of reducing the number of documents detailing the implementation of laws and resolutions of the National Assembly; ordinances and resolutions of the National Assembly Standing Committee and reducing the number of circulars from 2021 to present and proposes solutions to effectively implement this task. Report to the Government and the Prime Minister for consideration and direction before December 20, 2023.
Organize meetings and dialogues with the business community to promptly remove obstacles and difficulties.
The Chairman of the People's Committee of the province or centrally-run city is responsible for directing functional units to organize meetings and dialogues with the business community to promptly resolve difficulties and obstacles within their authority; synthesize feedback and recommendations on difficulties, obstacles and shortcomings in implementing business decisions and send them to ministries and branches for handling according to their management functions. For issues beyond their authority, report to the Prime Minister's Administrative Procedure Reform Working Group for direction and handling.
Research and provide comments on plans to reduce and simplify business decisions when ministries, ministerial-level agencies, and government agencies send comments to the Business Decision Consultation and Lookup Portal.
Promote and encourage associations, businesses, and local people to contribute opinions or send questions and suggestions regarding business decisions on the Business Decision Consultation and Lookup Portal.
The Government Office guides the access, account creation, use of digital signatures, and login so that ministries, branches, localities, associations, and enterprises can update data, review, consult, send problems, proposals, and interact in two ways; urge data updates and consultations; periodically report monthly on the situation and results of the implementation of Resolution 68/NQ-CP integrated in the Administrative Procedure Reform Report submitted to the Government; evaluate and publicize the reform efforts of ministries and branches on the consultation and search portal for business decisions.
Ministers, Heads of ministerial-level agencies, General Director of Vietnam Social Security, Chairmen of People's Committees of provinces and centrally-run cities shall seriously implement the requirements of the Head of the Prime Minister's Administrative Procedure Reform Working Group stated in this document; periodically summarize the implementation results in the Administrative Procedure Reform Work Report to be sent to the Government Office every month./
