Hai Duong cuts many procedures to support production and business

The People's Committee of Hai Duong province has just planned to implement Resolution No. 66/NQ-CP dated March 26, 2025 of the Government on the Program to reduce and simplify administrative procedures related to production and business activities in 2025 and 2026.

The goal for 2025 is to immediately cut down and simplify administrative procedures under the authority related to production and business activities, ensuring the abolition of at least 30% of unnecessary investment and business conditions; reducing at least 30% of the processing time of administrative procedures, and 30% of the cost of complying with administrative procedures.

Strongly shift management from "pre-inspection" to "post-inspection", associated with strengthening inspection and supervision. 100% of administrative procedures related to enterprises are carried out online, smoothly, seamlessly, effectively, ensuring transparency, minimizing paperwork.

100% of administrative procedures are performed regardless of administrative boundaries within the province. 100% of internal administrative procedures in state administrative agencies are reviewed, reduced, simplified in procedures, processing time, implementation costs, and revised and improved to be consistent with the implementation of streamlining and reorganizing the apparatus, while ensuring smoothness and efficiency.

Focus on administrative reform, quickly resolve investment procedures, remove difficulties and obstacles for businesses and projects. Promote the development of e-Government and digital Government to help businesses access information and public services conveniently and quickly.

By 2026, the goal is to continue to cut and simplify 100% of unnecessary or conflicting, overlapping, general, non-specific, and unclear investment and business conditions. Continue to cut 50% of the time to handle administrative procedures and 50% of the cost of complying with administrative procedures compared to 2024; 100% of administrative procedures stipulated in technical regulations and mandatory standards must be published, reviewed, cut, and simplified; 100% of business reporting regimes are implemented electronically.

100% of internal administrative procedures in state administrative agencies are internally managed in an electronic environment. 100% of information, papers, and documents in administrative procedures related to production and business activities are provided only once to state administrative agencies. 100% of eligible administrative procedures are performed online throughout the process.

The Provincial People's Committee requests to promote the sense of responsibility of the heads of departments, branches, sectors and localities in directing and organizing the implementation of the task of reviewing, recommending the reduction and simplification of administrative procedures according to the authority in Resolution No. 66/NQ-CP. Determining the results of implementing this plan is one of the bases for evaluating the results of the implementation of the task of reforming administrative procedures of agencies and units in 2025 and 2026.

Administrative procedure reform originates from the interests of people and businesses; takes people and businesses as the center, the subject and the goal; takes people and businesses' satisfaction as a measure of service quality of state administrative agencies at all levels.
