The importance of the 5th extraordinary session of the National Assembly

(Dan Tri) - According to Mr. Vuong Dinh Hue, the four contents decided by the National Assembly at the 5th extraordinary session are very important, not only for 2024 and the entire term, but also have fundamental and long-term significance.
" The 5th extraordinary session of the 15th National Assembly takes place in the first days of the new year 2024 - a year of great significance in implementing the Resolution of the 13th National Party Congress and the 5-year socio-economic development plan 2021-2025 and towards the 14th National Party Congress," National Assembly Chairman Vuong Dinh Hue emphasized when speaking at the opening of the 5th extraordinary session on the morning of January 15. According to Mr. Hue, the contents decided by the National Assembly at this session are of great significance not only for the implementation of the socio-economic development plan for 2024 and the entire term, but also have fundamental, strategic, and long-term significance.

Mr. Vuong Dinh Hue also summarized the 4 important contents that the National Assembly considered and decided at the 5th extraordinary session. Regarding the revised Land Law Project, National Assembly Chairman Vuong Dinh Hue reaffirmed that this is a large, very difficult and complicated law project, with special significance and importance in the political, socio-economic, national defense, security and environmental protection life of the country. This bill also has a profound impact on all classes of people and the business community. After the 6th session, the National Assembly Standing Committee closely coordinated and directed relevant agencies to urgently study, absorb and complete the draft law. The draft Law after being absorbed and revised consists of 16 chapters and 260 articles (05 articles were omitted and 250 articles were revised compared to the draft Law submitted to the National Assembly at the 6th session). To date, the draft law has fully grasped and institutionalized the viewpoints and contents of Resolution No. 18 of the Central Committee, is consistent with the Constitution, consistent with the legal system, and is qualified to be submitted to the National Assembly. The National Assembly Chairman requested that delegates uphold a high sense of responsibility, continue to give opinions on the draft law, focus on major and important issues, ensure the highest quality, and consider and vote for approval at this session.

Regarding the Draft Law on Credit Institutions (amended), Mr. Hue assessed that the agency in charge of the review and the National Assembly Standing Committee have focused on revising, supplementing and perfecting regulations related to handling cross-ownership, limiting the control and manipulation of credit institutions; and providing transparent regulations on financial mechanisms, accounting and governance of credit institutions. Issues on early intervention, special control, compulsory transfer, bankruptcy of credit institutions under special control; handling of bad debts, assets securing bad debts; autonomy and self-responsibility of credit institutions and responsibilities of state management agencies, inspection, examination and supervision of credit institution activities, etc. have also been revised and perfected. The National Assembly Chairman commented that the Draft Law on Credit Institutions (amended) has many in-depth contents, directly affecting financial and monetary policies and macroeconomic stability. He hopes that if the law is passed, it will meet practical requirements, ensuring the safety, soundness, transparency, stability and sustainability of the banking system and credit institutions... In addition to these two important drafts, the extraordinary session will also consider a number of specific mechanisms and policies for the National Target Programs, implementing the Resolution on thematic supervision at the 6th Session, the Government will submit to the National Assembly for consideration and decision on the application of a number of specific policies to remove difficulties and obstacles, speed up the progress and effectiveness of the implementation of the 3 National Target Programs. Also at this extraordinary session, the National Assembly will consider, comment and decide on a number of important and urgent contents on finance and budget, including. Including supplementing the Central budget's medium-term public investment plan for the 2021-2025 period from the general reserve source corresponding to the source of increased revenue and savings from the central budget in 2022 for public investment tasks and projects; supplementing the medium-term public investment plan for Vietnam Electricity Group from the reserve source of the medium-term public investment plan to implement the project of supplying electricity from the national grid to Con Dao district, Ba Ria - Vung Tau province.
