Being a famous countryside with heroic revolutionary history, the people of Xuan Minh commune (Tho Xuan) with their heroic and indomitable spirit defeated the French colonialists and American imperialists. In peacetime, that revolutionary spirit is the "torch" that lights up the people and the government to build and develop a prosperous homeland.

When visiting Xuan Minh, the first thing the locals wanted to introduce to us were the 13 relics recognized as national historical revolutionary relics. These are heroic evidences of the cradle of the communist movement in the 1930s, considered by the colonial government as a "communist lair", a "center of opposition and overthrow of the government".
That is Phong Coc communal house, which marks many important historical events of the province's revolution, such as: on the night of May 4, 1930, a secret meeting of 10 comrades transformed from Tan Viet activities to communist activities; in June 1931, a French Commando car came to read the arrest warrant for two key cadres of the Thanh Hoa Party Committee, Nguyen Xuan Thuy and Nguyen Van Ho; this was the place to mobilize and enlighten the masses during the democratic movement period (1936-1939), especially a major struggle against the French, arresting and shooting people in the village; in 1946, Phong Coc communal house was the place where the government's financial printing press was located... It is the relic of Mr. Nguyen Xuan Oanh's house, this house was the place where the Provincial Party Congress was held (February 1941) to respond to the Bac Son, Nam Ky uprising and decided to establish a base belt. It was an extremely important conference that decided the development of the Thanh Hoa revolutionary movement, and thus the Ngoc Trao resistance base was born - the peak of the anti-imperialist period of national salvation in Thanh Hoa. Mr. Oanh himself was a key cadre of the revolutionary movement in Thu Coc commune, he was also the nucleus that contributed to connecting with the remaining cadres and party members to unify the establishment and consolidation of the Thanh Hoa Party Committee in 1934. The relic of Mr. Do Huy Trinh's house with the events: on March 7, 1934, the conference of delegates of Party bases in the province was convened under the chairmanship of comrades Nguyen Tao and Le Chu. The conference elected a provisional Party Executive Committee consisting of 7 members; In June 1940, a meeting of the Provincial Anti-Imperialist Front for National Salvation was held, consisting of 10 delegates, and elected the Provisional Provincial Anti-Imperialist Party Committee, consisting of three comrades: Nguyen Duc Nhuan, Luu Van Ban, and Do Dong Uyen... The 13 relics are hundreds of stories about the brave, indomitable, and resilient revolutionary spirit of the people of Thanh Hoa in general and the people of Xuan Minh commune in particular. It was with that spirit that the three villages of Phong Coc, Thuan Hau, and Xa Le were awarded the Certificate of Merit to the country by the Party and State in 1964.
The revolutionary stories told by the people of Xuan Minh are filled with pride and joy in the victory. In the past, it was the victory over the French and American invaders, and later it was the “victory” over the difficulties and challenges on the path of building and developing the homeland. Therefore, the next story that the people of Xuan Minh want to tell us is about the achievements in the revolutionary homeland.
Up to now, Xuan Minh has basically completed the criteria for advanced new rural construction. One of the greatest successes of the commune is to build a bright, green, clean, beautiful rural environment, along with a convenient and spacious transportation system. According to Mr. Vo Van Quang, Chairman of the Commune People's Committee, "New rural construction is like a revolution in which the people are the main subjects, everything is "people know, people discuss, people do, people check, people benefit". With the tradition and spirit of a long-standing revolutionary countryside, the government and people of Xuan Minh have agreed with the motto "easy to do first, difficult to do later, the more difficult the government and people will solve". People are willing to donate land, contribute to socialization, spend time and effort to build new rural areas". Since then, rural roads have been widened from 3 - 9m, 100% concreted and asphalted. Green, clean and beautiful spaces exist throughout the village and hamlet with 100% of village roads covered by green fences, no more littering and environmental pollution in residential areas...
The agricultural sector focuses on building a concentrated rice seed area with an area of over 170 hectares. This rice area not only provides seeds for local people but also sells them to the market, contributing to increasing income per unit area. Along with that, Xuan Minh commune encourages people to change the structure of crops and livestock to build farms and ranches. In Xuan Minh commune, 7 integrated farms and 4 large-scale farms have been formed. Small-scale livestock farming in residential areas has been gradually planned and developed in the direction of concentrated livestock farming in integrated farms and ranches, far from residential areas. In particular, in recent years, the locality has attracted and approved the investment policies of 5 companies. This is considered a breakthrough, promoting the shift of economic structure from agriculture to industry, services and trade. At the same time, it creates jobs and brings stable income to local workers. In the commune, 7 businesses have been established, in many different fields.
Along with economic development, the cultural, educational and health sectors in the area have also achieved many successes. Currently, the system of cultural facilities and institutions such as schools, medical stations, village cultural houses, children's playgrounds, etc. have all been repaired and newly built to meet the needs of the people. Every year, the rate of cultural families reaches 93 - 95%, 5/5 villages maintain the title of cultural village. Village covenants, conventions and civilized lifestyles are strictly followed by the people. Up to now, the poverty rate of the commune is only 1.8%, the average income per capita reaches 63.8 million VND/person/year.
Today, in Xuan Minh homeland, historical revolutionary relics seem to blend in with the socio-economic achievements, adding to the beauty of a revolutionary homeland. And this is the motivation for the people and government of Xuan Minh to continue to "win" in the new rural construction in the following years.
