Developing Ho Chi Minh City National University into a leading center in the field of semiconductor technology

The Party Committee of Ho Chi Minh City National University has developed and implemented an Action Program to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on Breakthroughs in science, technology, innovation and national digital transformation. In particular, the goal of developing the National University into a leading training, research and innovation center in Asia in the field of semiconductor technology (2023-2030 period) is a very specific goal.

Since the end of 2023, the Science and Training Council of Ho Chi Minh City National University (term 2023-2026) has agreed to open a group of majors in microchip design and semiconductor technology at three member universities: University of Science, University of Natural Sciences, University of Information Technology (UIT).

This shows early preparation when by 2023 there were about 6,000 students studying in groups of majors directly or indirectly related to semiconductor technology; pioneered the implementation of training in microchip design and semiconductor technology from 2024 at the master's level and in 2025 will pioneer the implementation at the doctoral level.

In the period of 2023-2030, Ho Chi Minh City National University sets the goal of providing in-depth training in microchip design, meeting the demand for high-quality human resources for the development of Vietnam's microchip industry. Specifically, it will build a modern training program, grant industrial and international certificates in microchip design to about 15,000 engineers; at the same time, it will train over 1,800 engineers and 500 masters in microchip design.

In the 2024 enrollment season, Vietnam recorded a breakthrough when a series of schools opened majors related to this field.

Specifically, the University of Information Technology is enrolling students for the first time in the microchip design major (in previous school years, microchip design was a major taught) which is a major that trains human resources to serve in the hi-tech industry to create high-tech products in the world.

Microchip products made by engineers who graduated from microchip design are core devices integrated in technology products such as: Smartphones, computers, entertainment devices, household appliances, control devices in electric vehicles, medical diagnostic devices, health care devices, etc.

During the year, Ho Chi Minh City National University also sent a number of lecturers to participate in a short-term training course on semiconductor manufacturing, packaging, and testing (ATP) at Arizona State University, USA.

Along with that, the National University also organized a study tour to learn from the implementation experience in Taiwan (China), Korea, and Japan on designing and building microchip-semiconductor training programs, and experience in coordinating with domestic and foreign enterprises to build short-term training programs and issue appropriate certificates.

At this time, the Prime Minister issued Decision 1017 approving the program "Developing human resources for the semiconductor industry to 2030, with a vision to 2050". The general goal is that by 2030, Vietnam will train at least 50,000 human resources with university degrees or higher to serve the semiconductor industry. At the same time, 18 public higher education institutions will be invested in basic-level semiconductor laboratories for training, including the University of Information Technology.

At the workshop organized by Ho Chi Minh City National University in collaboration with CT Group, mentioning Vietnam's three advantages in developing the semiconductor industry, Associate Professor, Dr. Vu Hai Quan, Director of Ho Chi Minh City National University, said that Vietnam's biggest advantage is the Party's political determination; that is, Resolution 57 also determined the need to build a number of national strategic technologies, and semiconductor technology in the future will also be a national strategic technology.

The Government as well as Ho Chi Minh City and other localities are offering very specific preferential policies for the construction and development of semiconductor chip technology to be self-reliant and self-reliant in training and fostering talents in order to possess a team of high-quality experts who are self-reliant and able to master technologies.

Ho Chi Minh City National University pioneers in training in microchip design and semiconductor technology from 2024 at master's level.

Previously, in 2024, Ho Chi Minh City National University and Synopsys Technology Corporation (USA) signed a cooperation agreement to enhance training and research capacity in the field of microchip design.

Accordingly, Synopsys will share training curriculum and license chip design toolkits and software for students of the National University. Synopsys will accept students for internships and introduce jobs for IC design engineers trained at the National University to domestic and foreign enterprises. Synopsys will also support the development of young lecturers in the field of IC design through the short-term training program “Train-the-Trainer”.

The two sides also cooperated to develop the Semiconductor Research Institute of Ho Chi Minh City National University into a place to provide training and research equipment for universities and startups. The cooperation with Synopsys is expected to help the National University train about 1,800 microchip design engineers.

To achieve the goal of developing Ho Chi Minh City National University into a leading training, research and innovation center in Asia in the field of semiconductor technology (2023-2030 period), the National University will continue to promote investment in science and technology infrastructure and develop strong research groups, especially in priority areas such as microchips-semiconductors, information technology, data science, AI; at the same time, develop a system of research and testing centers, key laboratories, focusing on strategic technology.
