Supporting people to become “digital citizens”
Every weekend, as scheduled, the Digital Technology Teams organized by the Youth Union go to each village and each house to support people in installing digital applications, especially digital signatures. After a while, this activity gradually became familiar to the people of Hoang Thai commune, Hoang Hoa district as well as many other places in Thanh Hoa province. The Digital Technology Teams are considered an important factor, a bridge connecting people with the government, organizations, and businesses, helping to remove technological bottlenecks so that people can understand and follow.
Not only "going to every alley, knocking on every door", with the support of the Vietnam Posts and Telecommunications Group (VNPT), localities have regularly organized support points for people to install digital signatures for free at the People's Committee and communal cultural houses so that people can easily come to learn, install and receive instructions on how to use the application for their own needs.
Ms. Le Thi Khanh (born in 1973) was busy with housework and only recently had time to go to the installation support point. At first, she was hesitant because she was “afraid it would be difficult and she wouldn’t be able to do it”, but after being instructed on how to use it, Ms. Khanh felt more confident and excited.
“The application is easy to install, simple to operate, and after being guided, I can declare the procedures myself when needed, without having to ask my children to do it for me. I feel more confident. I have a digital signature, so I can sign everything clearly, and when I need to check it again, I don’t have to worry about keeping documents like before,” said Ms. Khanh.
Mr. Hoang Van Hoa (village 5, Hoang Thai commune) has just completed the procedure for issuing and renewing a driver's license, using a digital signature. According to him, it is "simple and surprisingly convenient. I didn't think it would be so easy." That is just one of the benefits that people have after digitization with the "key" being a personal digital signature.
Practical benefits of digital signatures in daily life
Currently, at the commune and district levels, people can use digital signatures to perform public transactions such as birth registration, household registration, temporary residence, marriage registration, etc. All can be done anytime, anywhere, on personal devices without having to go to a public authority. After registering on the device and waiting for approval, people only need to go to the committee headquarters to receive the certificate. The obvious benefits of digital signatures through Digital Technology Teams and people who have successfully used the service are shared more and more widely.
According to Mr. Nguyen Quang Thanh, Secretary of the Hoằng Thái Commune Youth Union, after a period of implementing activities to mobilize and support people to install and use digital signature applications, encouraging results have been achieved. Hoằng Thái is currently one of the communes with a high rate of people installing digital signature applications in Hoằng Hóa District in particular and in Thanh Hóa Province in general.
Mr. Thanh said that during the implementation process, there were many difficulties. First of all, it was about people's awareness of digital signatures. Many people were hesitant because "they only have to go to the commune to do paperwork 2-3 times a year, so why install it?", "the installation of this application is complicated, troublesome, and difficult to do", "Just go to the commune to sign and it's done, why install it?"... There were even people that the Digital Technology Team had to visit their homes five or seven times to meet...
“In such situations, the members of the group have to explain, give specific instructions, and show the steps. We have to convince people to understand, this is the first factor for them to be able to step into the digital environment, to become digital citizens. The benefits and advantages from the installation are long-term. After sharing, most people agree and support,” Mr. Thanh shared.
According to Mr. Do Huu Quyet - Director of the Department of Information and Communications of Thanh Hoa province, this locality has deployed and provided nearly 400,000 digital signatures to people, being one of the provinces with the highest digital signature development speed in the country in recent times. The deployment of digital signatures is not only beneficial to people but also a digital tool to effectively carry out administrative reform, management and operation activities are carried out publicly and transparently....
Mr. Quyet said that in order to deploy quickly and widely, the locality has also cooperated with large telecommunications units such as VNPT to bring digital signatures to every citizen.
