Regarding teachers' salaries in vocational schools, Circular 07/2023/TT-BLDTBXH of the Ministry of Labor, War Invalids and Social Affairs has just issued regulations, codes, standards for professional titles; salary classification; standards, conditions for examination or consideration for promotion of professional titles of civil servants specializing in vocational education.
Teaching staff in vocational education institutions are ranked according to the code and professional title standards from October 15.
The subjects of application are teaching staff in colleges, secondary schools, public vocational education centers (called public vocational education institutions) and other related organizations and individuals; staff who are teachers teaching high school cultural knowledge in public vocational education institutions apply the regulations on codes, professional title standards, salary transfer, promotion of high school teacher professional titles issued by the Ministry of Education and Training.
Not applicable outside vocational school
The Circular takes effect from October 15 and does not apply to civil servants who are teachers teaching teacher training groups under the state management authority of the Ministry of Education and Training, teachers teaching at college, intermediate and primary levels at training institutions under the Ministry of Public Security and the Ministry of National Defense.
Accordingly, civil servants classified into the professional titles of civil servants specializing in vocational education specified in this circular have the highest salary of 14.4 million VND and the lowest of 3.3 million VND/month.
Specifically, senior vocational education lecturers (code: V.09.02.01) are applied the salary coefficient of type A3 group 1 civil servants (A3.1) from salary coefficient 6.20 - 8.00, equivalent to 11.16 - 14.4 million VND/month.
Main vocational education lecturers (code: V.09.02.02) are applied the salary coefficient of type A2 group 1 civil servants (A2.1) from salary coefficient 4.40 - 6.78, equivalent to 7.92 - 12.204 million VND/month.
Theoretical vocational education lecturers (code: V.09.02.03) are applied the salary coefficient of type A1 civil servants from salary coefficient 2.34 - 4.98, equivalent to 4,212 - 8,964 million VND/month.
Vocational education lecturers (code: V.09.02.04) are applied the salary coefficient of type A0 civil servants from salary coefficient 2.10 - 4.89, equivalent to 3.78 - 8.802 million VND/month.
Senior vocational education teachers (code: V.09.02.05) are applied the salary coefficient of type A3 group 2 civil servants (A3.2), from salary coefficient 5.75 - 7.55, equivalent to 10.35 - 13.59 million VND/month.
Main vocational education teachers (code: V.09.02.06) are applied the salary coefficient of type A2 group 1 civil servants (A2.1) from salary coefficient 4.40 - 6.78, equivalent to 7.92 - 12.204 million VND/month.
Theoretical vocational education teachers (code: V.09.02.07) are applied the salary coefficient of type A1 civil servants from salary coefficient 2.34 - 4.98, equivalent to 4,212 - 8,964 million VND/month.
Vocational education teachers (code: V.09.02.08) are applied the salary coefficient of type A0 civil servants from salary coefficient 2.10 - 4.89, equivalent to 3.78 - 8.802 million VND/month.
Vocational education teachers (code: V.09.02.09) are applied the salary coefficient of type B civil servants from salary coefficient 1.86 - 4.06, equivalent to 3,348 - 7,308 million VND/month.
The Circular also stipulates that officials specializing in vocational education are allowed to register for exams or be considered for promotion to the next higher professional title when they meet the following criteria and conditions:
Being assigned by a competent agency, organization or unit to take part in the exam or consider promotion to the professional title of a civil servant specializing in vocational education.
Meet the standards and conditions specified in Point a, Clause 1, Article 32 of Decree No. 115/2020/ND-CP dated September 25, 2020 of the Government regulating the recruitment, use and management of civil servants.
Meet the standards and tasks of the professional title category registered for the exam or promotion. In case the civil servant meets the standards specified in Clause 6 and Clause 7, Article 39 of Decree No. 115/2020/ND-CP, he/she must meet the requirements on foreign language and IT standards of the category registered for the exam or promotion.
According to the report of the Ministry of Labor, Invalids and Social Affairs, as of June 2023, the whole country has 1,888 vocational education institutions, including: 397 colleges, 433 secondary schools and 1,058 vocational education centers.
The total number of non-public vocational education institutions is 683 (accounting for 36.2% of the total number of vocational education institutions).
In the first half of 2023, vocational training institutions are estimated to enroll more than 1.05 million people (reaching 46% of the 2023 plan), of which about 220,000 people will enroll in college and intermediate levels and about 835,000 people in elementary levels and other vocational training programs.
