Consider supporting 100% of tuition fees for students in the 2024-2025 school year

At the 21st Session - the thematic session of the 14th Provincial People's Council, the policy of tuition support for preschool children, primary school students, and continuing education students in the province in the 2024-2025 school year who suffered damage caused by storm No. 3 will be discussed and considered. Thereby, encouraging and motivating students to strive and study with peace of mind.

In the 2024-2025 school year, the province has 631 kindergartens, general schools, and continuing education schools; over 365,000 students. Storm No. 3 (Yagi) made landfall directly in Quang Ninh province, causing huge damage. As of September 17, 25 people died in the province, over 1,600 people were injured; 102,800 houses had their roofs blown off, 251 houses collapsed; nearly 5,000 houses were flooded... Of which, over 70% of students' families were directly affected by storm No. 3, causing property damage, severely affecting living conditions and production. The remaining families were mostly indirectly affected, affecting their jobs and income...

In order to support families with school-age children affected by storms and floods to stabilize their studies soon, the Provincial People's Committee has researched and developed a Proposal on tuition support policies for preschool children, primary school students, and continuing education students studying at educational institutions in the province for the 2024-2025 school year. Recently, the Provincial Party Committee has given opinions and agreed on the policy of issuing a number of mechanisms and policies to overcome damage, stabilize life, and restore production and business activities after storm No. 3 in the province. This includes a policy of exempting and reducing tuition fees for preschool children, primary school students, and continuing education students studying at educational institutions in the province for the 2024-2025 school year.

According to the Proposal, in the 9 months of the 2024-2025 school year, preschool children, primary school students, and continuing education students studying at educational institutions in the province will be supported with 100% of public tuition fees according to the provisions of Resolution No. 33/2024/NQ-HDND of the Provincial People's Council. Primary school students at private schools will be supported with the same tuition fees as private secondary school students. With this policy, nearly 244,000 students from nearly 165,000 households will receive support. The estimated support fund for the 2024-2025 school year is about 167 billion VND from the provincial budget.

Ms. Nguyen Thi Thu Huong (Hong Ha Ward, Ha Long City) shared: "The recent storm No. 3 blew the roof off my house, and my whole family had to temporarily stay at a relative's house. I am raising two children alone, and my income is not high, so it is very difficult. If the province has a policy of exempting tuition fees for students, I will be very happy. Although the monthly exemption amount is not large, it will help my family with daily living expenses."

Teacher Hoang Thi Nhan, Provincial Center for Continuing Education and Vocational Training, said: If approved by the Provincial People's Council, this is truly a very timely policy, with great significance for social security and social welfare, suitable for the reality of many families facing difficulties due to the impact of storm No. 3. Along with that, it creates more motivation, encouraging teachers and students of schools to compete to teach well, study well, and improve the quality of education.

In the context of storm No. 3 causing severe damage to people's lives, property and livelihoods, the province's issuance of a separate mechanism and policy on tuition support for children living and studying in the province is very practical, helping parents reduce difficulties, gradually overcome the consequences of the storm, soon restore production and stabilize life. The issuance of a policy to support tuition fees for students is in line with the Party's policy, in accordance with the State's policies and laws, inheriting and promoting the results of the province's special attention and care for the cause of education and training in recent years. This will be a source of encouragement and motivation for students to strive to study and achieve many achievements in the new school year.
