Will I be fined for having only one mirror on my motorbike?

VTC NewsVTC News11/08/2023

Rearview mirrors are components installed on either side near the handlebars at the front of a motorcycle. Motorcycle rearview mirrors allow the rider to observe the area behind them. This makes it easier for the rider to navigate and move around on the road. In particular, observing the rear is crucial when changing lanes.

Therefore, having motorcycle mirrors allows you to see everything behind you without worrying about danger. This is considered a very important and indispensable accessory for every motorcycle user.

In addition, driving a vehicle without rearview mirrors can result in a fine. Therefore, drivers should install these accessories to avoid administrative penalties.

Is riding a motorbike with only one rearview mirror punishable by law?

Regarding penalties for driving a motorcycle without rearview mirrors, Decree 100/2019/ND-CP on administrative penalties in the field of road and rail transport stipulates the following:

Article 17: Penalties for drivers of motorcycles, mopeds (including electric motorcycles), and similar types of vehicles who violate regulations regarding vehicle conditions when participating in traffic:

1. A fine of between VND 100,000 and VND 200,000 shall be imposed for any of the following violations:

a. Driving a vehicle without a horn; license plate light, brake lights; left rearview mirror, or with one but it is not functioning;

b. Driving a vehicle with an improperly displayed license plate; a license plate with illegible letters or numbers; a license plate that is bent, obscured, or damaged; painting or adding stickers that alter the letters, numbers, or color of the letters, numbers, or background of the license plate;

c. Driving a vehicle without turn signals, or with turn signals that are not functioning;

d. Using horns that do not meet the technical standards for each type of vehicle;

d. Driving a vehicle without a muffler or smoke suppressor, or with one that does not meet environmental standards for emissions and noise;

e. Driving a vehicle without headlights (low beam or high beam) or with headlights that are not functioning or do not meet design standards;

g. Driving a vehicle without a braking system, or with a braking system that is not functioning or does not meet technical standards;

h. Drivers must install rear lights on their vehicles .

Therefore, according to Decree 100/2019/ND-CP, you will only be fined if you do not have a left rearview mirror, or if you have one but it is not functional (damaged, blurry, broken, etc., violating regulations).

In summary, motorcyclists need to comply with safety standards regarding rearview mirrors to participate in traffic more safely. Regarding penalties for rearview mirrors, penalties only apply if the left mirror is missing or malfunctioning. If a motorcyclist only has a right-side mirror, they will still be fined according to the law, with fines ranging from 100,000 to 200,000 VND.
