Regarding the penalty for driving a motorbike without a rearview mirror, Decree 100/2019/ND-CP on administrative penalties for violations in the field of road and railway traffic stipulates as follows:
" Article 17: Penalties for drivers of motorbikes, mopeds (including electric motorbikes), vehicles similar to motorbikes and other types of motorbikes violating regulations on vehicle conditions when participating in traffic:
1. A fine of VND 100,000 to VND 200,000 shall be imposed for one of the following violations:
a. Driving a vehicle without a horn; license plate light, brake light; or without a rearview mirror on the driver's left or without a functional one;
b. Driving a vehicle with an improper license plate; attaching a license plate with unclear letters or numbers; attaching a license plate that is bent, covered, or damaged; painting or adding stickers that change letters or numbers or change the color of letters, numbers, or license plate background;
c. Driving a vehicle without signal lights or with lights that do not work;
d. Using a horn that does not meet technical standards for each type of vehicle;
d. Driving a vehicle without a muffler or smoke reducer or one that does not meet environmental standards on emissions and noise;
e. Driving a vehicle without low or high beam lights, or with lights that are ineffective or do not meet design standards;
g. Driving a vehicle without a braking system or one that is ineffective and does not meet technical standards;
h. Vehicle control with rear lights "
Thus, according to the provisions of Decree 100/2019/ND-CP, you will only be fined if you do not have a left rearview mirror, or have one but it is not effective (broken, blurred, cracked... violating standards).
In short, motorcyclists need to comply with safety standards for rearview mirrors to participate in traffic more safely. Regarding penalties for rearview mirrors, they will only be fined if they do not have a left mirror or the left mirror is not working. If the motorcyclist only has one mirror, the right mirror, they will still be fined according to the law and the fine will be from 100,000 to 200,000 VND.
