Building a public service culture is one of the important contents in building a grassroots political system, aiming to perfect a modern, democratic, public, transparent, effective and efficient administration. Building a public service culture is enriching the Party culture… — 8 collectives with outstanding achievements in implementing and carrying out model projects in "Studying and following Ho Chi Minh's ideology, morality and lifestyle" in the period of 2017-2022 were awarded Certificates of Merit by the Standing Committee of the District Party Committee.

Binh Luc District Party Committee has 56 subordinate grassroots Party organizations, including 19 Party Committees and 37 subordinate grassroots Party cells with 6,968 Party members. Binh Luc District has 17 administrative units including 16 communes and 1 town with 106 villages and 5 residential groups. Determining that the grassroots political system plays an important role in organizing and mobilizing people to implement the Party's guidelines and the State's laws and policies, strengthening national solidarity, promoting people's mastery, mobilizing all capabilities for socio-economic development, organizing the life of the community, Binh Luc District Party Committee always focuses on building and developing the contingent of cadres and Party members; focusing on building the Party and the political system in terms of culture and public ethics, contributing to enriching the Party's culture. Through the organization and implementation of political tasks, especially the Grassroots Democracy Charter, the grassroots political system has, together with the people, created many important innovation achievements, promoted economic, cultural and social development, firmly consolidated national defense and security, and significantly changed the appearance of the countryside.

As of June 2023, the average income per capita in Binh Luc reached over 60 million VND/person/year; The economic structure shifted in a positive direction: Agriculture - fishery accounted for 25.5%; Industry - Construction accounted for 39.3%; Trade services accounted for 35.14%. The average production value of agriculture, forestry and fishery reached over 2,500 billion VND/year; the average production value of industry - handicraft industry reached nearly 5,000 billion VND/year. The average annual budget revenue reached over 225 billion VND; The average total social investment capital was over 3,700 billion VND/year...

Promoting the role of the political nucleus in organizing and mobilizing people to proactively and creatively implement the Party's resolutions, the grassroots political system in Binh Luc has always closely linked activities with the role of grassroots cadres. Therefore, " Building a team of cadres, civil servants, and public employees, focusing on key cadres at all levels, sectors, and leaders of Party committees and authorities with sufficient qualities, capacity, and prestige to meet the requirements and tasks" has become one of the three breakthroughs of the Resolution of the 28th District Party Congress, term 2020 - 2025.

Since the beginning of the term, the District Party Committee and the Standing Committee of the District Party Committee (HU, BTVHU) have issued a Project and Training Plans to improve the quality of cadres, civil servants and public employees; directed the good implementation of the 2023 theme of the Provincial Party Committee "Studying and following Ho Chi Minh's ideology, morality and style in building and developing culture and people to meet the requirements of building Ha Nam province for sustainable development" in conjunction with the implementation of Resolution 4 of the Central Committee (term XII) and Conclusion 21 of the 4th Central Conference (term XIII) of the Party Central Committee on promoting Party building and rectification and the political system. Promote emulation movements in implementing office culture, replicate typical models, good practices in performing public duties and building a working culture. Localities continue to seriously implement the models of " Friendly Government serving the people", "Saturday with the people", "Green Sunday" ...; Strengthen inspection and supervision activities of cadres, party members, civil servants and public employees in implementing directives and resolutions of Party committees at all levels in performing their duties. Agencies and units create an environment and favorable conditions for cadres, civil servants, public employees and workers to exchange and share good experiences in life and work.

As said by Comrade Vu Trung Duong, Standing Deputy Secretary of the District Party Committee, “Building a good office culture is enriching the Party culture. Culture is the foundation, the endogenous strength and the basis for ensuring the implementation of the goal of building a strong Party in terms of politics, organization and cadres. Party culture is the quality and ethics of each cadre and party member, especially those in leadership and management positions, who are pioneers and role models in all fields. The contingent of cadres and party members are the representatives of the Party culture, spreading culture to social life. Therefore, to build a public service culture and enrich the Party culture, the exemplary role of cadres, party members, civil servants and public employees, especially the heads of Party committees, authorities, agencies and units must be promoted; this contingent needs to be close to the grassroots, regularly close to and listen to the people, promptly grasp the legitimate and legal requirements and aspirations of citizens; Advise and effectively resolve issues arising right from the grassroots level, avoiding causing resentment, harassment, and abuse among the people."

This can be seen clearly from the time the Covid-19 pandemic broke out. Binh Nghia is the locality with the first Covid-19 case in the province (patient 251, village 3 Ngo Khe). While people did not fully understand the nature of the epidemic, the grassroots political system promoted its role in organizing and mobilizing people to participate in serious epidemic prevention and control, strictly following the 5K regulations, tracing, isolating, and effectively suppressing the epidemic. Cadres, party members, and civil servants of the commune assigned each other to cook rice to serve the epidemic control checkpoints, and propagated and mobilized people to join hands to support compatriots in epidemic areas. In just a short time, tons of necessities and medical supplies for epidemic prevention were delivered to the commune to distribute to cadres and people... Labor, war invalids and social affairs cadres went to the homes of people with meritorious services to the revolution and social protection beneficiaries to pay monthly allowances. The work of preventing and fighting the Covid-19 epidemic in Binh Nghia was highly appreciated, and was used as an experience for many other localities in the district to learn from and implement later when the epidemic broke out more strongly. Therefore, during the time facing the epidemic, Binh Luc mobilized support and contributed over 5 billion VND for the work of preventing and fighting the epidemic.

The implementation of the model " Saturday with the people " in Binh Luc has achieved far-reaching results, changing the thinking, working style and sense of responsibility of cadres, civil servants and public employees, affirming that " public service culture has created a healthy and impartial living and working environment in each agency, unit and mass organization; arousing the will to strive, the sense of dedication and responsibility for each person, working until the job is done, not until the time is up ". Grassroots party organizations have implemented a model of exemplary party cell activities to improve the leadership capacity, fighting strength of party organizations, and the sense of responsibility of party members. The district Party Executive Committee regularly pays attention to the work of education, training, fostering political theory, updating knowledge for party members, leaders and managers at all levels; Improve the quality of cadres, civil servants and public employees in the grassroots political system in accordance with the spirit of Resolution No. 12 - NQ/HU and Project No. 05-DA/HU of the Standing Committee of the District Party Committee... The number of cadres, civil servants and public employees at the district level with a university degree or higher is 100%, at the commune and town level is 84.6%. The work of organization and cadres in the grassroots political system ensures compliance with procedures and regulations, meeting the requirements of tasks in the new situation.

The 13th Party Congress emphasized: “ Focus on building the Party in terms of ethics, actively fighting against bureaucracy, corruption, waste and negativity; effectively preventing and repelling the degradation of political ideology, ethics and lifestyle, manifestations of “self-evolution” and “self-transformation” within the Party, in conjunction with promoting the study and following of Ho Chi Minh’s ideology, ethics and lifestyle; promoting the exemplary responsibility of cadres and Party members according to the motto that the higher the position, the more exemplary it must be. Innovating and perfecting the organization of the political system to be streamlined, operate effectively and efficiently, along with consolidating and improving the quality of grassroots Party organizations and Party members ”. Continuing the development journey, building a strong and comprehensive political system, Binh Luc attaches importance to building and developing culture, focusing on the relationship between culture and politics, culture and economy, building culture in the Party, culture, public service ethics, especially focusing on setting an example for cadres and party members.
