Building new rural areas associated with agricultural production development

Hung Khanh is a mountainous commune located in the west of Tran Yen district, with high mountainous terrain, 32 km from the district center. The whole commune has 11 villages, a population of 1,828 households with 5,939 people, mainly Tay and Kinh ethnic groups.

Implementing the national target program on new rural construction, the Party Committee, government and people of Hung Khanh commune are always united, trying to overcome difficulties, promoting existing advantages to achieve outstanding and comprehensive results.

Hung Khanh commune was recognized by Yen Bai Provincial People's Committee as meeting new rural standards in 2017 and meeting advanced new rural standards in 2022.

After being recognized as a commune that meets advanced new rural standards, the Party Committee and the commune government determined that "building a new rural area has only a starting point, not an ending point", so the locality continued to embark on the journey of building a model new rural area.

Up to now, the whole commune has built 8/11 villages meeting the model new rural standards; the economic and social infrastructure continues to be invested in a modern and synchronous direction to serve the socio-economic development. Thanks to that, the material and spiritual life of the people is increasingly improved.

The commune has favorable terrain for developing agricultural and forestry production in the direction of goods, building production chains linked to value chains with key products such as growing and processing green tea; growing and processing Bat Do bamboo shoots, developing livestock farming, and developing forestry.

In the commune, there is an effective rural economic development model that integrates multiple economic values ​​and environmental culture, and the Bat Tien tea production model is associated with the culture and life of the Tay ethnic group.

In recent years, the agricultural economy in Hung Khanh commune has changed in a positive direction, developed comprehensively and had a clear breakthrough in transforming the structure of crops and livestock.

The locality has planned and developed the commune's key products, applied science and technology to production to help improve product quality, increase competitiveness in the market; developed handicraft production, created more jobs, increased income for workers; average income per capita in 2024 reached 61.76 million VND/person/year; the multidimensional poverty rate decreased to 0.34%.

Promoting people's internal strength in building new model rural areas

Clearly defining the roadmap for building a model new rural commune, the locality has organized the implementation of the program with focus and key points, mobilizing and integrating capital sources, at the same time promoting the internal strength of the people and local conditions to invest in technical infrastructure, develop production, and increase income for people in the commune.

At the same time, promote the propaganda of the national target program on new rural construction for the period 2021 - 2025 to clearly change the awareness, role and responsibility of cadres, party members and people, creating high consensus in building model new rural communes.

Along with that, continue to build new rural areas with modern socio-economic infrastructure, economic structure and reasonable forms of production organization; link the development of agricultural commodity production with the development of eco-tourism services, thereby helping to protect the ecological environment; maintain security and order, improve the material and spiritual life of the people.

With the viewpoint of implementing comprehensive new rural construction, towards improving quality and promoting efficiency.

Mobilize resources to build new rural areas sustainably; continue to develop and improve rural infrastructure systems, reorganize production in the direction of linkage to improve production quality and efficiency.

Maintain and improve the quality of criteria for advanced new rural communes and model new rural communes. The goal by 2025 is to build 11/11 villages to meet model new rural village standards.

Mr. Hoang Trung Thong - Head of Khe Lech village (Hung Khanh commune) said: Khe Lech village has 140 households, with 450 people, the ethnic minority ratio accounts for about 80%, mainly Tay people.

Khe Lech is the first village to be recognized as a model new rural village in Hung Khanh commune. Up to now, the rural traffic infrastructure has reached about 90%, basically all the alleys of the village are concreted.

"Regarding agricultural production development, villagers mainly grow rice and afforest. In recent years, people have boldly changed their crop structure to grow trees with high economic efficiency such as cinnamon.

Thanks to the new rural construction program, people's thinking has changed positively, and their lives have been increasingly improved," Mr. Thong emphasized.

According to Mr. Tran Van Tam - Chairman of Hung Khanh Commune People's Committee: "Up to this point, Hung Khanh commune has basically met the criteria of a model new rural commune, with only a few small criteria in the process of implementation such as environmental criteria and public administrative reform.

Currently, the locality has also prepared a report for the steering committee and the district appraisal council to review and submit to the provincial appraisal council for evaluation and approval.

To achieve these results is thanks to the active participation of the entire political system, which is always closely and resolutely involved in the direction and implementation, as well as the positive response and high determination of the people.

"In the coming time, even after achieving the model new rural area, the locality will continue to maintain and improve the criteria, so that the new rural area program can truly reach the people's hearts," affirmed the Chairman of the People's Committee of Hung Khanh commune.
