New rural construction: Need high consensus of the people

Implementing the National Target Program (NTP) on new rural construction (NTM), the appearance of rural areas in the province has improved a lot, and the quality of life of the people has been increasingly improved. However, NTM construction is also facing many difficulties and challenges, requiring the government and people to make greater efforts and determination.

Dak Lak Newspaper reporter had an interview with Mr. NGUYEN HOAI DUONG , Member of the Provincial Party Standing Committee, Director of the Department of Agriculture and Rural Development (DARD) about this issue.

* How do you evaluate the results of the National Target Program on New Rural Construction in the province in recent times?

Dak Lak is a mountainous province with a large area, a scattered population, and an unsynchronized infrastructure, especially in remote, isolated, and border areas. Therefore, since 2011, when the National Target Program on New Rural Development began, it has encountered many difficulties.

After 12 years of implementation, Dak Lak province has mobilized many resources, focusing on breakthrough areas such as: infrastructure development (transportation, irrigation, electricity), poverty reduction, security and order stabilization... Thanks to that, up to now, the whole province has 74/151 communes meeting the NTM standards, the remaining communes have achieved an average of 15.7 criteria/commune; Hoa Thuan commune (Buon Ma Thuot city) has met the advanced NTM standards and 1/15 district-level units have completed the construction of NTM. Dak Lak strives to have 100 communes and 4 districts meeting the NTM standards by 2025; of which 20% of communes meet the advanced NTM standards and 5% of communes meet the model NTM standards.

* The national criteria for new rural construction in the 2021-2025 period have many new points and are at a higher level. Many criteria have been raised, causing many challenges for localities. Among them, environmental criteria are a "barrier". Could you please tell us how to solve this issue?

In the process of building new rural areas, most communes are stuck with environmental criteria. The reason is that these criteria have many difficult contents to implement such as: wastewater, domestic waste, clean water, trees, environmental landscape... Implementing these contents requires time, money and especially high consensus of the people.

To create a bright, green, clean and beautiful rural environment, the People's Committees of communes need to implement a model of classifying and treating organic waste at the source; support necessary equipment such as: waste sorting bins, garbage pit covers, biological products and instruct households on how to effectively implement the model. In addition, all levels and sectors need to continue to promote propaganda, raise people's awareness; commend models that do well in collecting and treating waste to replicate, contributing to improving the efficiency of collecting and treating household waste...

* Specialized personnel play an important role in the new rural development program. However, currently, some localities are having difficulty in completing the district-level new rural coordination office. What solutions does the province have to overcome this difficulty, sir?

The district-level NTM coordination office is located at the Department of Agriculture and Rural Development (or the Department of Economics). The districts have arranged 1-2 civil servants on a part-time basis within the total assigned staff. Along with advising on the NTM program, these civil servants also have to take on many other specialties, so their work efficiency is not high, does not meet the requirements, and affects the program's results.

The Provincial People's Committee has directed the People's Committees of districts, towns and cities to complete the district-level New Rural Area Coordination Office, based on the existing personnel of the 2016 - 2020 period. Along with the previously assigned functions and tasks, the district-level New Rural Area Coordination Office is now supplemented with new functions and tasks of advising and coordinating the implementation of 6 specialized programs on New Rural Area construction in the 2021 - 2025 period, focusing on the One Commune One Product (OCOP) Program.

However, due to the large workload of district-level specialized departments and the small number of staff assigned, the arrangement of civil servants to work at the district-level New Rural Area Coordination Office is facing many difficulties. Localities cannot arrange specialized civil servants to work at the district-level New Rural Area Coordination Office, and most civil servants have to take on many other tasks. Therefore, management, monitoring, reporting and consulting are sometimes not timely, affecting the progress of building the New Rural Area of ​​the locality. In this situation, the Department of Agriculture and Rural Development has advised the Provincial People's Committee to make recommendations to the National Assembly's Supervision Delegation, central ministries and branches to consider and promptly resolve the issue of human resources and staffing.
