According to the Ministry of Home Affairs, from July 1, the district level will cease to operate. Also from July 1, the new commune-level administrative units (AUUs) after the merger will be officially put into operation.
In Phu Loc, Mr. Nguyen Ngoc Anh, Head of the District Party Committee's Organization Board, informed: In response to the requirements to abolish district-level activities and merge commune-level activities, the district has compiled a list of all district- and commune-level cadres, including those who are eligible for early retirement according to Decree 178 of the Government. When there is an official document deciding to establish communes in Phu Loc and specific requirements on cadre standards, cadres will be arranged and assigned appropriately.
“Initially, when there was information about the commune merger, some cadres had some thoughts. After the City Party Committee and District Party Committee thoroughly understood that this was a major policy, cadres needed to look at the development goals to implement, up to now, cadres of communes and towns in the district have basically understood, stabilized their thoughts and said they will obey the organization's arrangement when the communes are merged,” said Mr. Nguyen Ngoc Anh.
Mr. Nguyen Van Manh, Director of the Department of Home Affairs, informed: According to the Central Government's direction on the arrangement and assignment of commune-level cadres after abolishing the district level and merging the commune level, the Department of Home Affairs has developed a plan, expecting the number of communes and wards in the whole city to decrease by about 50%, from 133 units to 66 units after merging and reorganizing; including 32 wards and 34 communes.
"Regarding the staff arrangement plan, all district-level staff will be assigned to positions at the commune and ward levels. The total number of commune-level staff after the merger will not exceed the total number of commune-level staff and district-level staff currently available. The arrangement process will be carried out within 5 years. Currently, localities are actively grasping the thoughts and aspirations of staff through ballots sent to solicit opinions on the arrangement plan. Any staff who do not meet the standards and conditions or wish to retire early will be implemented according to regulations. The implementation process ensures objectivity and is consistent with the wishes of the staff", Mr. Nguyen Van Manh shared.
For the development of the country and each locality
According to Member of the Standing Committee of the City Party Committee, Head of the Propaganda and Mass Mobilization Department of the City Party Committee Hoang Khanh Hung, the arrangement and streamlining of the apparatus according to Resolution 18 of the Party Central Committee is a revolutionary rearrangement of the apparatus to improve the quality of operations. The new commune-level government must be close to the people, operate and implement work more effectively.
“Any change has two sides, and will directly affect the thinking and interests of some individuals. In the current institutional “revolution”, cadres must determine that this is a change for the common good, for the development of the country and each locality. Each cadre and individual must know how to sacrifice personal interests for the common good,” Mr. Hoang Khanh Hung expressed his wish.
The implementation of the organization arrangement and streamlining is a screening of the current staff. Along with that, to undertake work in the new period, improve the quality, effectiveness and efficiency of work, it requires the staff to be capable and proficient in many tasks. This requires the staff to proactively update their expertise and improve their skills to meet the requirements.
At the conference to evaluate the results of the Party building organization work in the first quarter and deploy tasks for the second quarter of 2025 in Hue City, member of the Standing Committee of the City Party Committee, Head of the Organization Committee of the City Party Committee Phan Xuan Toan noted: The time from now until the end of district-level activities and the merger of commune-level activities is still very short, while the workload is very large, such as advising on the arrangement of cadres after the arrangement; ensuring the building of a team of cadres with sufficient capacity and qualities to meet the requirements of the tasks... The requirement when arranging and streamlining the apparatus is to further improve the working capacity of the cadre team. Localities in the process of advising on the arrangement of cadres must ensure objectivity, avoiding the situation of "brain drain" and talented people leaving the apparatus.
Working with the Department of Agriculture and Environment in early April 2025, Party Central Committee member, Secretary of the City Party Committee, Chairman of the People's Council, Head of the National Assembly Delegation of Hue City, Mr. Le Truong Luu emphasized that when the commune-level apparatus comes into operation, there will be a number of new functions and tasks. Particularly in the field of land management, a number of tasks will be transferred from the district level to the commune level. In addition to district-level officials transferring to the commune level to take on this land management role, current commune-level officials need to have enough capacity to meet higher demands and tasks. The agriculture and environment sector needs to proactively provide professional training for officials to meet new requirements. This is also a requirement for many other sectors. |
