Education , perfecting the personality of revolutionary soldiers
The report at the Congress showed that in the period of 2019 - 2024, thoroughly grasping and implementing President Ho Chi Minh's thoughts on patriotic emulation; the Party's viewpoints and guidelines, the Party Committee of the Hanoi Capital Command always attaches importance to propaganda and education work to raise awareness for cadres, soldiers, militia and self-defense forces about the position, role, goals, principles, and importance of emulation and reward work, building responsibility and motivation to strive. Thereby, promoting the emulation movement to win innovation, developing both widely and deeply; contributing to educating and perfecting the personality of revolutionary soldiers, the cultural beauty of soldiers of the Capital.
The emulation movement to win is always associated with promoting the study and following of Ho Chi Minh's ideology, morality and style; implementing Resolution No. 847 of the Central Military Commission on promoting the qualities of Uncle Ho's soldiers, resolutely fighting against individualism in the new situation; the campaign "Promoting tradition, dedicating talent, worthy of being Uncle Ho's soldiers" in the new period.
The emulation movement to win has contributed to improving the capacity and effectiveness of staff work, leadership and direction in the implementation of military and defense tasks, combining socio-economic development with strengthening national defense and security; building a national defense for all people, a national defense posture associated with the people's security posture, and potentials in the defense area of Hanoi City. At the same time, completing 100% of the target of recruiting good-quality soldiers, paying attention to creating sources and developing party members among young people ready to join the army; doing a good job of educating and fostering national defense and security knowledge for the subjects; organizing the building of a strong and widespread militia and self-defense force; and a strong reserve force.
The Capital's armed forces have promoted their role as the core force, a reliable support for the Party Committee, the government and the people of the Capital during the Covid-19 pandemic outbreak (2020 - 2022), with the spirit of "fighting the pandemic like fighting the enemy". The emulation movement to win has created an important driving force in training, education and training. The annual training results have exceeded the set targets (the rate of good and excellent increased by 2.16% compared to the period 2014 - 2019). Participating in competitions and sports events at the whole army level, they have won many high prizes.
The emulation movement aims to effectively implement Program No. 09-CTr/TU dated March 17, 2021 of the Hanoi Party Committee on "Strengthening national defense and security potential, maintaining political security and social order and safety in the city for the period 2021 - 2025". Accordingly, 136 working headquarters at commune and town levels will be built; 108 Squads and 5 Platoons of permanent militia will be established; the rate of party members in the militia and self-defense force will reach 23.1% and the reserve force will reach 11.03%; 579 military Party cells in communes, wards and towns will be established.

Raising awareness of the importance of emulation work
In the coming years, the Capital's armed forces will continue to propagate and educate President Ho Chi Minh's patriotic emulation ideology, directives, resolutions, and guiding documents from superiors on emulation and reward work. Raising awareness among organizations and individuals about the position, meaning, role, and importance of emulation and reward work.
Focus on leading and directing innovation in forms and measures of organizing and implementing emulation and reward work, aiming at building strong Party organizations in terms of politics, ideology, ethics, organization and cadres, agencies and units that are comprehensively strong and "exemplary". Combine the movement of emulation to win with the local patriotic emulation movement, the movement of "good people, good deeds" of the city, and campaigns of all levels and sectors.
At the Congress, the Hanoi Capital Command awarded Emulation Flags to 14 collectives; Certificates of Merit to 17 collectives and 33 individuals; and Certificates of Merit to 19 militia and self-defense units with outstanding achievements in the Emulation Movement for Victory.
Promote the role of Party committees, Party organizations, heads of agencies and units in leading, directing and organizing emulation movements to ensure practicality. Direct emulation work to key and breakthrough tasks and take emulation results as a criterion to evaluate leaders and managers.
Do a good job of discovering, nurturing, praising, rewarding, propagating and replicating advanced models in agencies and units, creating a widespread influence. Emulation is closely linked with commendation work and personnel policy work. Pay attention to inspection, evaluation, preliminary and final summaries, and timely rewards for collectives and individuals who have achieved outstanding results in emulation movements and performed well in assigned tasks, in order to encourage and motivate the movement, creating a strong effect in each agency and unit...
Building an increasingly solid "people's hearts and minds"
Speaking at the Congress, Senior Lieutenant General Phung Si Tan - Deputy Chief of the General Staff of the Vietnam People's Army congratulated the outstanding achievements of the Capital's armed forces and the advanced models, good people and good deeds in the Emulation movement to Win of Hanoi City over the past 5 years, especially 83 typical collectives and individuals.
In order for the Emulation Movement to Win to develop more and more strongly, Senior Lieutenant General Phung Si Tan requested the Party Committee, the Hanoi Capital Command and the Party committees and commanders of agencies and units to regularly and thoroughly grasp the Party's guidelines, policies and laws of the State and resolutions and directives of the Central Military Commission and the Ministry of National Defense.
The content and targets of the Emulation movement for Victory must closely follow the political tasks of the unit, the socio-economic development goals, national defense and security of the Capital, especially the dissemination and implementation of Resolution 8 of the Central Committee (term XIII) on the Strategy for protecting the Fatherland in the new situation, Resolution No. 28-NQ/TW of the Politburo and Decree 21-NQ/CP of the Government on defense zones.
Improve the capacity of research, consulting, proposing and implementing tasks of military agencies at all levels, mobilize the combined strength of the entire political system and the entire people to build an all-people national defense, an all-people national defense posture associated with a people's security posture, and build an increasingly solid "people's hearts posture".
In particular, focus on training, developing and building human resources, cadres, employees and soldiers who, regardless of the conditions, always demonstrate steadfastness, discipline, honesty, promote the spirit of democracy, solidarity, unity, civilized, cultured and affectionate living, and regularly take care of building a strong cadre team according to the spirit of "7 dares". Focus on building and implementing well individual emulation models that bear the mark and creativity of the Capital's armed forces.
In addition, the commendation work must be carried out in a democratic and transparent manner, combining emulation and commendation work with personnel, military force and policy work, promptly encouraging collectives and individuals to enthusiastically compete and strive to excellently complete their tasks. Resolutely fight against formalism, achievement disease, competition and old ways in emulation and commendation.
Senior Lieutenant General Phung Si Tan suggested that, immediately after the Congress, the Party Committee, the Capital Command and each agency and unit develop plans and programs to concretize and successfully implement the directions and tasks of emulation and reward work for the next 5 years as determined by the Congress.
In the immediate future, from now until the end of 2024, the Capital's armed forces need to participate in organizing well the activities to celebrate the 80th anniversary of the founding of the Vietnam People's Army, the 35th anniversary of the National Defense Day, in conjunction with the activities to celebrate the 70th anniversary of the Liberation of the Capital and compete to successfully complete the task of practicing the Hanoi defense area in 2024.
At the same time, proactively and actively prepare well for the organization of Party Congresses at all levels for the 2025-2030 term; activities to celebrate the 50th anniversary of the Liberation of the South, National Reunification and the 80th anniversary of the August Revolution and National Day of the Socialist Republic of Vietnam in 2025.
