(Fatherland) - On the morning of November 18, in Hanoi, the Vietnam National Institute of Culture and Arts (Ministry of Culture, Sports and Tourism) held a consultation workshop on the "Project to build a National Cultural Index for Sustainable Development".
The workshop was attended by representatives of the Departments, Divisions, and Institutes under the Ministry of Culture, Sports, and Tourism, the General Statistics Office of Vietnam, and related units. Associate Professor, Dr. Nguyen Thi Thu Phuong, Director of the Vietnam National Institute of Culture and Arts, and Dr. Nguyen Thi Thanh Hoa, Deputy Head of the Cultural Research Department, chaired the workshop.
Associate Professor, Dr. Nguyen Thi Thu Phuong delivered the opening speech at the Workshop.
In her opening speech at the workshop, Associate Professor Dr. Nguyen Thi Thu Phuong said that in recent decades, sustainable development (SD) with a focus on human development has become the most important goal of the international community. In 2015, the United Nations issued the 2030 Agenda for Sustainable Development, which sets out 17 major goals to help humanity achieve peace, prosperity and eliminate poverty by 2030. The 2030 Agenda has been adopted by 193 countries.
In Vietnam, in 2017, the Prime Minister approved Decision No. 622/QD-TTg on the issuance of the national action plan to implement the 2030 Agenda for Sustainable Development. Subsequently, in 2020, the Government issued Resolution No. 136/NQ-CP on sustainable development.
In the process of implementing the SDGs, periodic monitoring and evaluation based on authentic evidence is considered very important. In 2019, the Prime Minister issued Decision No. 681/QD-TTg dated June 4, promulgating the roadmap for implementing the SDGs in Vietnam until 2030, which identifies criteria to assess the level of achievement of each goal according to specific time frames. Along with the roadmap issued by the Prime Minister, the Ministry of Planning and Investment has developed a set of statistical indicators for SDGs in Vietnam (Circular No. 03/2019/TT-BKHDT dated January 22, 2019). This is a set of statistical indicators related to many sectors, fields and regional linkages to provide data to assess the implementation of SDGs in Vietnam.
Based on the framework established in the national action plan, the Ministry of Culture, Sports and Tourism has issued the Ministry's action plan to implement the National Action Plan to implement the 2030 Agenda for Sustainable Development (issued with Decision No. 4588/QD-BVHTTDL dated December 14, 2018). Among the key tasks set out in the action plan, the Ministry of Culture, Sports and Tourism affirms the importance of developing criteria and roadmaps for implementing sustainable development goals, completing databases and information collection mechanisms to monitor and evaluate sustainable development goals.
These foundations and policy orientations are very important starting points. However, in reality, up to now, the task of building a complete set of tools to evaluate and monitor the implementation roadmap of the SDGs in the cultural sector has not been implemented systematically and methodically. The Ministry of Culture, Sports and Tourism only presides over 02 indicators in the set of SDG statistical indicators of Vietnam.
These indicators do not fully reflect the role and contribution of culture to the implementation of sustainable development goals. Meanwhile, data and information on culture collected, processed and published by agencies inside and outside the Ministry of Culture, Sports and Tourism are still scattered and fragmented, not enough to establish a solid scientific foundation for planning policies and programs for cultural development.
Based on this practical context, based on careful research and analysis of domestic and international conditions, the Cultural Development Strategy to 2030 approved by the Prime Minister in November 2021 proposed the task of "Building a National Cultural Index for Sustainable Development" as one of the key solutions of the cultural sector.
"This task aims to develop a system of tools to measure, evaluate and monitor the level of contribution of culture to the implementation of the SDGs at the national and local levels. The results of applying the Cultural Index in practice will provide empirical data and authentic evidence on the contribution and development status of culture in socio-economic development in localities and the entire country. These important results help establish a practical and scientific basis for planning and implementing policies and intervention programs more effectively" - Associate Professor, Dr. Nguyen Thi Thu Phuong commented.
According to Associate Professor, Dr. Nguyen Thi Thu Phuong, in the spirit of the Cultural Development Strategy to 2030, the implementation of the project "Building a National Cultural Index for Sustainable Development" (Culture for Sustainable Development Indicators - CSDI) is an urgent and important task. The necessity of this project is further affirmed by the Ministry of Culture, Sports and Tourism in the Action Plan to implement the Conclusion of General Secretary Nguyen Phu Trong at the National Cultural Conference and the Cultural Development Strategy to 2030 (2023 - 2025 period) (Decision No. 3117/QD-BVHTTDL, dated November 29, 2022). In addition, with the Ministry of Culture, Sports and Tourism currently being assigned by the Government to develop the National Target Program on cultural revival and development, building Vietnamese people for the period 2026-2030, with a vision to 2045, the project to build a National Cultural Index for Sustainable Development has practical significance and is a necessary task to provide data and a basis for integrating and developing a set of criteria on cultural development used for monitoring and evaluating the implementation of the national target program in the coming time.

At the Workshop, Dr. Nguyen Thi Thanh Hoa presented the Draft Project on Building a National Cultural Index for Sustainable Development. Accordingly, the Draft consists of 6 parts and appendices.
In which, the introduction includes the following contents: Necessity of developing the project; Basis for developing the project; Purpose and requirements; Objects and scope; Method of developing the project.
The first part of the Project is the Theoretical basis of the Cultural Index and assessment, monitoring and measurement of culture in sustainable development, including the following contents: The relationship between culture and sustainable development; The importance and necessity of the cultural index in measuring, assessing and monitoring culture associated with sustainable development; Principles of building a cultural index.
The second part is the current status of the system of tools for measuring, evaluating and monitoring culture associated with sustainable development in Vietnam, including the following contents: National orientation and policies on sustainable development in Vietnam; Current status of assessment, monitoring and measurement of culture in sustainable development; Issues arising from the current status of the system of tools for assessing, monitoring and measuring culture in sustainable development in Vietnam.
The third part is the Task of building a National Cultural Index for Sustainable Development, including the following contents: Trends and factors affecting the building of a cultural index; Viewpoints and goals of building a National Cultural Index for Sustainable Development; Process of building a National Cultural Index for Sustainable Development.
The fourth part is the Solution to build the National Cultural Index for Sustainable Development, including the following contents: Perfecting institutions and policies on cultural statistics; Building and perfecting the national cultural database, ensuring the quality of data sources; Building and perfecting the information technology infrastructure to ensure storage, operation and exploitation of the National Cultural Index for Sustainable Development; Training and improving the capacity of cultural assessment and measurement for cultural staff; Raising awareness, promoting propaganda and dissemination of the National Cultural Index for Sustainable Development; Promoting international cooperation.
Part five: Project implementation outlines the roadmap for developing and implementing the National Cultural Index for Sustainable Development; Implementation organization; Implementation funding.
The last part is the Appendix.
At the workshop, many delegates gave their opinions on the Draft Project. In particular, Dr. Nguyen The Hung, Director of the Department of Science, Technology and Environment, said that building a National Cultural Index for Sustainable Development is a difficult task, especially in the context that Vietnam does not yet have many indexes in different sectors and occupations. We lack both scientific and practical bases to build a National Cultural Index for Sustainable Development. Therefore, it is necessary to add the United Nations' indexes to the appendix to have more scientific and practical bases.
At the Workshop, representatives of units such as the Department of International Cooperation, the Department of Cultural Heritage, the Vietnam National Administration of Tourism... also gave their opinions on the Draft Project such as the need to strengthen and expand international cooperation to take advantage of the intelligence and resources contributed from international cooperation for cultural integration in the new period; indicators on cultural heritage need to take into account the specific characteristics of each type...
It is known that the Draft Project will continue to be received, edited and posted on the Ministry of Culture, Sports and Tourism's Information Portal to collect comments from relevant units in the coming time./.
