
Need to study and complete new salary table of armed forces and cryptography
On January 11, Senior Lieutenant General Vu Hai San - Member of the Party Central Committee, Deputy Minister of National Defense, Head of the Steering Committee for Reform of Salary Policy for the Armed Forces chaired a working session with agencies on unifying the plan to build salary tables for the armed forces and cryptography.
In 2021, due to the impact of the COVID-19 pandemic, the National Assembly decided to postpone the implementation of salary policy reform according to Resolution No. 27-NQ/TW.
Pursuant to Conclusion No. 35-KL/TW dated May 5, 2022 of the Politburo on the list of leadership positions and equivalent positions of the political system from the central to grassroots levels, the Ministry of National Defense and the Ministry of Public Security have researched and promulgated the List of leadership, command and management positions and positions in the Vietnam People's Army and the People's Public Security as a basis for developing the salary table for positions.
From 2021 to present, the basic salary has increased by 20.8%, the expected salary levels of state officials and civil servants have also increased; therefore, the new salary tables of the armed forces and cryptography also need to be studied and perfected.
Building the salary tables of the armed forces must be suitable to the organization, staffing and specific nature.
At the meeting, opinions were unanimous in the view that the construction of salary tables for the armed forces must be consistent with the organization, staffing and specific characteristics of the armed forces.
Accordingly, salary must truly be the main source of income to ensure the lives of salary earners and their families.
In particular, the new salary regime must comply with the principle of distribution according to labor and must be linked to job positions, training requirements of job positions, titles and leadership, management and command positions.
Regarding the salary scale for professional and technical military personnel, delegates said that it should be built with two components: Professional and technical salary and salary for position and title.
Professional and technical salaries include: Senior (2 salary groups are built), intermediate (1 salary group with 12 salary levels), and elementary (1 salary group with 12 salary levels).
The salary of a position is determined as the basic salary of an officer holding an equivalent position (according to position) minus the professional and technical salary of a professional soldier and technical specialist.
Salary reform must overcome current shortcomings and limitations.

Speaking at the meeting, Senior Lieutenant General Vu Hai San agreed with the plan to build new salary tables for the armed forces as proposed by the Finance Department - Standing Agency.
The Deputy Minister assigned the Military Department to preside over and coordinate with the Personnel Department to urgently complete the organizational and staffing tables of agencies and units, clearly define job positions and required qualifications of job positions to serve as a basis for converting old salary to new salary.
Senior Lieutenant General Vu Hai San stated that reforming salary policy must be associated with promoting administrative reform, ensuring inheritance and promoting advantages, and overcoming the limitations and shortcomings of current salaries.
