The economic structure shifted in the right direction (agriculture, forestry and fishery accounted for 19.2%; industry - construction 55.2%; services 25.6%); average income per capita reached 72 million VND/year, ranking 5th in the province and 2nd at the district level. Budget revenue in the area increased by 87.5% compared to the plan assigned by the province. Culture and society continued to be maintained and developed in the direction of standardization and socialization; education and training continued to develop both in mass education and key education. Social security, charity and humanitarian policies were given attention; tourism continued to maintain its growth momentum.

In particular, in 2024, the Prime Minister approved the task of the Hoang Hoa Urban Master Plan until 2045. This is also the year the Prime Minister approved the investment policy and approved the investor of the WHA Smart Technology Industrial Park - Thanh Hoa infrastructure investment and business project with a scale of 178.51 hectares and a total investment capital of 55 million USD (equivalent to 1,320 billion VND). The project implementation location is in the communes of Hoang Quy, Hoang Quy, Hoang Xuyen and Hoang Cat. These are important legal documents for Hoang Hoa district to gradually realize the goal of breakthrough development in the industrial and urban sectors.
The year 2025 plays a particularly important role, as it is the year to consolidate new development foundations to implement the socio-economic development plan for the 2026-2030 period. In order to effectively implement the goals and tasks, the People's Committee of Hoang Hoa district has issued an Action Plan to implement the Decision of the Provincial People's Committee, the Resolution of the District Party Executive Committee, and the District People's Council on the tasks of socio-economic development, national defense and security in 2025. According to the plan, the District People's Committee has assigned tasks and proposed synchronous solutions to strive for the district's production value growth rate in 2025 to reach 10.2%; average income per capita to reach 78.5 million VND/year; total mobilized development investment capital of the district strives to reach 9,300 billion VND or more; urbanization rate to reach 6.5%.
Speaking at the online conference to deploy socio-economic development tasks, ensure national defense and security and launch the emulation movement in 2025 of Hoang Hoa district, held on the morning of January 3, Chairman of Hoang Hoa district People's Committee Le Thanh Hai emphasized: The goals and tasks set for 2025 are extremely heavy and of great significance, requiring all levels, sectors, communes and towns in the whole district to continue to promote the spirit of solidarity, unity, dynamism, innovation, creativity, not to retreat in the face of difficulties and challenges, to be highly determined, make great efforts, take drastic actions, ensure focus and key points to successfully implement the set goals and tasks.
Hoang Hoa District People's Committee requested heads of specialized departments, heads of agencies, units, and chairmen of People's Committees of communes and towns to uphold the spirit of solidarity, proactively and seriously implement the solutions proposed by the province and district. At the same time, focus on implementing site clearance and investing in completing infrastructure for industrial parks and clusters in the area. Promote calling for businesses to invest in industrial parks and clusters, prioritizing investment in high value-added technical industries. Complete the steps to establish and submit to the Prime Minister for approval the Hoang Hoa Urban Master Plan until 2045. Deploy the Hoang Hoa Urban Development Program; carry out the planning of subdivisions and detailed planning; issue an action plan to build Hoang Hoa into a type IV urban area and establish a town before 2030.
