Socialization of building high-quality schools - Final article: Attracting investment resources to build schools in industrial parks and clusters

Long An Department of Education and Training said that in the period of 2021 - 2025, the province has implemented programs and projects to support facilities for schools serving the innovation of general education combined with the construction of schools meeting national standards in the period of 2021 - 2025; Support the development of preschool education in the period of 2021 - 2025.

In the coming time, Long An hopes that the new school investment portfolio must ensure the planning of the school network, in line with the local socio-economic development, especially the problems arising from the increase in student numbers in industrial parks and clusters.

Concentrated investment in key economic zones

Nguyen Thi Mot Secondary and High School in Phuoc Lai Commune, Can Giuoc District is a large-scale school under construction in the key economic zone of Long An. Construction started on March 16, 2024, with a scale of 35 classrooms and functional rooms; construction area of ​​about 5,200m2 with a total investment of nearly 100 billion VND sponsored by Ecopark Group Joint Stock Company and DB Investment and Development One Member Co., Ltd. The school also has ancillary works, playgrounds for students such as football field, swimming pool, multi-purpose house, underground lake, green tree system, fire prevention and fighting system, etc.

According to the report of the Department of Education and Training of Long An, in 2013, the whole province had about 7,435 classrooms for preschool, primary, secondary and high schools, of which the number of solid classrooms was about 6,710, reaching a rate of 90.2%. By 2023, the whole province will have about 8,421 classrooms for preschool, primary, secondary and high schools; the number of solid classrooms was about 8,209, reaching a rate of 97.5%.

The number of schools and classes invested from socialized sources in the period 2013-2023 is 35 schools with 357 classrooms. The budget mobilized from socialized sources in this period is more than 740 billion VND; the total land area allocated for educational facilities from socialized sources is 46,147m2.

However, the number of newly built or renovated schools to keep up with the increase in population in localities with many industrial parks and clusters is still a big difficulty for Long An. For example, the population in Can Giuoc district is currently about 250,000 people, with 54 schools with a total of 38,846 students. It is forecasted that by 2030, the district will have nearly 45,000 students, so about 60 schools at all levels are needed to ensure learning needs.

Located adjacent to Ho Chi Minh City, Duc Hoa district currently has 13 industrial parks, 20 industrial clusters with a total of more than 154,000 workers (including local people and migrant workers). Of which, there are more than 72,000 workers working in industrial parks, 14,000 workers in industrial clusters, and 68,000 workers outside industrial parks and industrial clusters. Vice Chairman of Long An Provincial People's Committee Pham Tan Hoa said: Duc Hoa district's population is currently more than 420,000 people. By 2030, it is expected to reach 450,000 people and by 2045, it is 600,000 people. However, according to the progress of development of industrial parks and clusters and the current rate of mechanical population growth, the population is forecast to reach 600,000 people sooner than expected.

In the 2024-2025 school year, Duc Hoa district has 70 schools of all levels with 59,185 students and 1,512 classrooms. With such a scale of schools and students, the district needs at least 5 more schools to meet the learning requirements of the children. Many schools have exceeded the standard student size, Mr. Pham Tan Hoa shared. Specifically, Hau Nghia High School, sponsored by LienVietPostBank, with a total construction and equipment purchase value of about 117 billion VND. Inaugurated and put into use at the beginning of the 2014-2015 school year, the school now has more than 2,700 students, including 27 grade 10 classes.

It is expected that by 2030, the district will need to invest in building 9 more schools and by 2050, it will need to build 18 more schools. The above figures show that the movement to solidify or build new schools is very meaningful in an industrial area like Long An. Provincial leaders always respect and acknowledge the contributions of society to the cause of education.

Director of the Department of Education and Training of Long An province, Nguyen Quang Thai, said that currently, the socialization of large-scale school investment is mainly concentrated in districts with dense urban areas and industrial clusters. Basically, with the current population density and number of students, public investment has met the learning needs of students at all levels in remote, isolated and border areas.

In Long An, investors mainly support the construction of public schools. The difficulty in implementing the socialization of education is that investment must be profitable, private schools have difficulty attracting students; there is a lack of clean land in places with many industrial parks and clusters. Therefore, in the past, the locality has not been able to attract many large-scale school projects.

In the coming time, the province hopes to continue to receive investment attention, expand, build new, and repair schools and classrooms. The locality has had and is having many policies to encourage the socialization of fields and projects that enjoy land and tax incentives according to current laws. Long An also regularly pays attention to improving the investment environment; publicizing site planning and investment call lists; focusing annual resources to create clean land funds, calling for investors in the education sector...
